To send us a message, click here. 12/31/04 Orange JDC: MOST lacking in DJJ is accountability; The concept of this forum is a wonderful one, but... It is my experience that what is MOST lacking in the Department of Juvenile Justice is accountability. I could go on and on with stories illustrating employees are not held accountable for their actions. Let me clarify with a whole panaroma of examples: excessive absences/tardies, ordering necessary supplies in a timely manner (or before the facility is negatively impacted because they don't have what's necessary), lack of inventories, lack of organization, ensuring that staff meet deadlines on required items or chores, staff aren't filling out paperwork accurately or completely, and yes for the rare moment staff use excessive force. Please accountability on all levels. Most supt., assistant supt. and supervisors don't bother holding people accountable because it causes many problems and I can see why... From what I can observe from this website those that do hold staff accountable get blasted. Frank Gargett is a very disciplined, dedicated superintendent, also very nice- but his name is run through the mud. Why- because he holds staff accountable and he micromanages to ensure that people are doing what their supposed to do. Does he step on toes holding people accountable...of course he does, especially when so many others aren't holding people accountable. I see all these complaints from Seminole in reference to Michael Williams. What I've observed from him, is that he also is very strict and "wants everything done the right way." Most of the staff who are given accessory tasks, are very intelligent and work hard. Why is that those who aren't held accountable for gross negligence, insubordination, poor performance, are the same ones who then complain about other employees who are given accessory tasks based on merit? Most of those staff wouldn't want the added work or even take the offer if given to them. The department needs more people like Michael Williams and Frank Gargett to hold people accountable. The breakdown comes from most others in a leadership position not holding people accountable. I am not encouraging people to go out on a witch hunt. Please remember that at all times whether your dealing with a child or staff it is important to be fair, firm, and consistent. I believe Perry Turner says Together Everyone Achieves More. United we stand, divided we fall...cliche, but so true. If you really want to help kids and make a difference- don't just talk about it, do something. Don't just complain about the problems, try to make a difference, try to provide options or possible solutions. If your upset because you didn't get the position you wanted- work harder. Trust me the root of all these problems is lack of accountability. The concept of this forum is a wonderful one- but those that contribute and attempt to make personal attacks on others... you just appear disgruntled or jealous. If as a staff you have problems, don't stay quiet about it, but utilize chain of command in conjunction with the Office of Continuing Improvement. What a wonderful tool, especially since they insure feedback. If you don't get the response you were awaiting go to the next person in the chain, all the way up. Start with you- do the best job you can do, and encourage others to do the same. Perhaps with increased accountability we'll have more people that are doing a great job, and considerably less of those who do everything in their power to put down those that do a great job and work hard. I am guessing they see these dedicated workers as a threat and they never stop till they've somehow ousted the other person. I could tell you horror stories. Start with yourself, make a difference...it's usually infectious. Running away doesn't solve any problems, although most good people in this department at the front lines do. Not because of the kids, but because of other staff. PS psychology does work with the kids. Most situations that result in a youth altercation could have been avoided. Mr. Schembri I suggest you have interactive training for JDO and SJDOs on how to deal with youth and deescalating youth. Most situations are preventable if staff knew how to deal with kids. The Assistants/Supervisors need to know what they are doing and then maybe it will trickle down. If you see someone who knows and understands certain or most of the capacities of a job - don't see them as a threat, but a useful tool. 12/30/04 Osceola JDC: Youth threatened & intimidated for filing abuse grievance against staff Supt. at Osceola Detention Center days of intimidating on number days when the truth comes out. Youths would try to report abuse from staff, and write a grievance. When youths wanted their grievance answered. Supt. Hoffman would take them to a closed room, and close the door. He would always get under the camera. He made sure the staff, or the other youths could not hear what his conversation was about. Some youths will tell staff members that Supt. Hoffman alleged if an abouse call was made, DCF would not believe them, and DCF will give them another charge for making a false allegation. This will keep the youths from calling abuse. The same statement was made to the youths in case IG will report to the center with questions. Also the youths grievances would disappear, and code blues was reported in master control books only. 12/29/04 DJJ Burawski to Asst Secy Turner: I am ready, able and willing to testify in person on my concerns... Dear Mr. Turner, Regarding my previous email to you I am hoping that you don't take my reply to you the wrong way or view my comments as an attack on the State of Florida. I am deeply concerned about the care and treatment of juveniles under the Florida Department of Juvenile Justice. My disclosures are based on first-hand knowledge that I experienced and are my efforts at instituting reform of the destructive attitudes, work ethic and employee administrative policies that are currently in place within the Florida's DJJ. I would appreciate it if you could at least give me some constructive answers. Specifically I would like to know if it would be possible to establish a system where DJJ employees (who identify areas needed for improvement or where abuse and culpability by management is reported) are protected from retaliation? This system should be patterned after the federal government's Whistle Blower Protection Program. My fellow JDO's are afraid to voice their concerns regarding their work environment in a public forum because of fear of retaliation and is proof that what I am relating to you is a valid problem and which DJJ must fix. I will not cease my queries of this situation until I get some clear common-sense answers to my concerns. Your reply to my first inquiry sounded like a typical text-book example of government 'double-speak' by ignoring a potentially devastating and politically sensitive issue in the hopes that it will just go away. What is at stake is the unnecessary deaths of more juveniles in the care of DJJ. You have a duty and an obligation to at least verify my claims and take legitimate action to fix the problem; by not acting on this issue you are contributing to unprecedented abuse of our children. I am not prepared to say 'I told you so'. For the record, I am ready, able and willing to testify in person on my concerns at a time and place that is convenient for you. Sincerely, Many complaints have been made, and concerns at Osceola Juvenile Det. Center, about JDOS Parke. He send youths home abused with bruises, and black marks. His Supt. Hoffman have read many grievances that this staff, and his officers were going in the rooms abusing youths. Mr. Hoffman has talked to him about cursing the youths out. He was driving on suspended license, and Mr. Hoffman knew about this. Many complaints have been on the website of this happening in Osceola Det. I guess that a tragedy will have to happen before DJJ will do something about this. 12/24/04 DJJ: JPO Supervisor to Secretary Schembri, author of "Leadership for the Soul" - I am disturbed and disappointed by the written text and actual practice of it's author Secretary Schembri, I am presently employed as a JPO Supervisor with DJJ, and have been so for several years. Recently, our Chief JPO, provided us with management training based on some parts of Covey, Blanchard, and Schembri ("Leadership for the Soul"). The training was outstanding and even after being in my role for several years, learned some new tools. Our Chief frequently provides trainings at our monthly meetings. Our Chief serves as a manager, supervisor, coach, leader, disciplinarian, and teacher. We are fortunate. After our training I purchased and read "Leadership for the Soul". I found
the book to be an easy/quick read and directly related to my role as a
supervisor. However, I am disturbed and disappointed by the written text and
actual practice of it's author. On page 99, please refer to the first two
paragraphs regarding how the new CEO should enter an organization. "Leadership"
makes numerous references to practices that should be inherent to be a good
leader and to achieve the best work product from employees. The following items
are of concern: Mr. Schembri, we do this work because we have passion for protecting our communities and helping troubled youth that can still be turned around. We like our jobs and enjoy going to work each day. Please follow the recommendations and practices cited in "Leadership for the Soul" . Thank you. 12/22/04 Manatee JDC: The time has come for us to physically march on the Capitol and demand that our voices be heard My fellow parents and caring citizens, it appears that we have exhausted our creative endeavors of protest, and are left with no other recourse but to seek a more aggressive endeavor. We must step up our efforts to ensure that our voices are going to be heard, to ensure that changes are going to be made, to ensure that our children are going to be kept safe. I understand and sympathize with the line officer who must on a daily basis try to function within a flawed and corrupt system. The line officer who sees the wrong and finds himself helpless in changing those wrongs, or even reporting them for fear of retaliation. There is no doubt that the Juvenile system does not work, that it is flawed and that there is a desperate need for immediate change. What I do not understand, what I cannot comprehend, is the procrastination, or refusal of the administrator in Tallahassee to take action. Their sole explanation being that all complaints must be carefully scrutinized to ensure that those accused are not being wronged, but what price must we pay for their refusal to take action, the loss of another one of our children? At what point in time are we going to remove that fox from the hen house? At what point in time are we going to protect our children? At what point in time are we going to realize that they are the priority, that they are the ones in danger, not the Superintendents, not the administrators. The actions of the administrators have not brought harm to themselves, their actions have, and will continue to harm our children. My fellow Parents, the time has come for us to take our protest to the streets. The time has come for us to take our protest to Tallahassee. The time has come for us to physically march on the Capitol and demand that our voices be heard. Demand that our children be kept safe, and demand that justice be done from those whom our votes have placed in office, from those whom our tax dollars pay their salaries. It is time that our legitimate discontent be heard. We must make it abundantly clear that we will not rest, that we will not simply disappear. That we will continue with our protests until they take action to ensure that our children will be kept safe and that those who have done wrong are punished. Stand with me and together we can and will make a difference. Jack Duggan 12/21/04 Manatee JDC: The injustices continue. United, we will find the strength to triumph... The injustices continue. Our children continue to be abused and neglected. They continue to be given inadequate, or no medical attention. They continue to be kept in a state of poor nutrition. This is not the time for us to pause in our pursuit for justice. This is the time for us to unify and fortify. I well understand the exhaustion of traveling the crooked trails of the autocratic bureaucracy that is the Department of Juvenile Justice. Moreover, the exhausting attempts of trying to communicate the urgency of the situation to Anthony Schembrie and all the other administrators at the Department of Juvenile Justice. These men who’s mode of operation appears to be straight out of the Neo- Nazi fascist’s handbook. We cannot afford the luxury of rest. We cannot afford to ease in our endeavors to achieve righteous retribution for the wrongs that have been done to our children. The price for us indulging in any procrastination is too high. It could very well be the loss of another one of our children. It has truly warmed my heart to see that more and more caring people have come forward. It is only in this way, united, that we will be able to find the strength needed to triumph over those purveyors of lies and deceit. To triumph over those men who insist on doing what they will with what is not their own, with what does not belong to them. Our treasures, our gifts, our blessing, our children. Do not allow for differences in opinion to thwart us in our endeavors. It is only united that we will be able to force those in power to make the needed changes, to save our children’s lives. Jack Duggan 12/20/04 D Matthews responds-part 2 How do I help you so I can Help the children if you are not willing to speak out loud! part 2 - Family history of crimes (1) Took all the food in the house to feed a family . punishment officer leaves ring mark on childs temple 10 hours unconscious in hospital . (2) Has red hair so is place in jail for theft of five homes but not in with children he has very serious medical problems so lets put him with adults for own safety. OOPS he lived 5 hours away at time of robberies could not be him. punishment adults in monticello jail beat him so bad his ears were swollen to the size of his face and pure black. mom is told will not no if he will lose his hearing permanently.(3)walks to school, buses are too crowed, child calls news and superintendent, next day 1 more bus on route. punishment 10 days suspension for not riding bus to school and threats of possible charges. (4)draws a picture of a jail - school press charges and let's not forget school officer knowing child has medical problems manhandle him with help. it goes to court. OOPS again after looking over iep child was tough to draw when confused or upset until teacher could get to his side and help him regardless of what he drew as long as he was willing to explain picture. Their bad no charges. OOPS again child lost one month off school over whole thing lets call child abuse! Should i go on in just my family I can with proof fill this web site for the next year alone on a daily basis. But let;s not forget out of 13 children in which have been raised in my family only one has really committed any crime though all have been through something. Thank god he is still with us. Children are put in the system where guards have not been certified, undertrained, understaffed, underpaid and also mistreated, not enough beds, left to feel unwanted or loved ,manhandled, mistreated and let' s not forget killed! Do I really need to go on, You work there you know more. How do I help you so I can Help the children if you are not willing to speak out or stand up loud! You will change nothing! Daniel had a pure heart and only wanted help. He threw a bottle through a hall over my head that hit his uncle in which nether of us could see then put his arm through a window causing him to need 9 stitches no charges. 3 days later OOPS the state we will charge him. punishment DEATH. You tell me who failed I know I did I taught my children to trust officers, be truthful no matter what that I could not help them if they lied. I would always be there for them no matter what! But I made a serious mistake I taught Danny too well to trust in the system and it cost his life. You tell me who really failed. IT IS EVERYONE THAT SEES THE TRUTH AND HIDES BEHIND WALLS IN FEAR OF LOSING A POSITION OR JOB AND WILL NOT STAND UP AND SCREAM FOR JUSTICE FOR CHILDREN AND STAFF THAT REALLY CARE. FOR IF YOU KNOW WHAT IS GOING ON AND DO NOTHING THEN YOU ARE NO BETTER THEN THOSE WHO CHOOSE TO ABUSE OUR CHILDREN. My own children have endured being thrown to the ground, threatened and yes recently tazed for having a serious and crying believing he just watched another brother die at the hands of the law. But with all the pride in my heart I know my sons will stand up for what is right no matter what is thrown at them .They believe the children are worth it. Tell me how do I help my children john , rob ,jerry, gloria , debra, joe, chris, donald etc. Get past there brothers death while they try to stand up for what is right. If you really care the worse thing you can do is not visit this site. Those of you that do care can help make a difference for the staff and children. No one can ever bring back Daniel, Shawn or Omar, but myself and other parents like Terri Mestre WILL NOT see another child die! I am the mother of Daniel Jack Matthews 2-14-1986 to 5-31-2003, died in Pinellas JDC. Why! (None of the following necessarily pertains to how Daniel died but is about how the system fails.) Answer: our Government! When little heart starts school he is asked how that happened, mommy and daddy can not do that! Then is told we will help you (We being the teacher, social worker, etc) Mom and Dad now face child abuse, it takes the next three months to prove little heart is allergic to his own tears and knew this, causing his eyes to swell and bruise. (reason he did not want to be away from mom, so he cried - what a crime!) Now the real problem starts for you have little heart with the wild idea mom and dad can not tell him what to do or he will call the cops ,teacher etc. Mom and Dad will not stop disciplining heart but do worry they can lose their children for doing what is right. and a system that is split /is it the parents or the child. OOPS the family is dysfunctional. Now heart no longer believes his teachers, for they got him in trouble for lying and disrespects mom and dad for he can call the cops . Not knowing now he is classified as a trouble child (sld,ld ,eld ,ect.) Now heart is a little older still hearing no one can take your thing, yell at you, put you in your room or raise a hand to you. For we the system either will call child abuse on your parents and put you in a better place. HA! and / or press charges on heart. Either way heart is now known as trouble in the neighborhood, in school, etc. Heart no longer believes in any one but mom for when he has said something in the past he was the one punished or threatened he will be taken out of his home.(Mind of a child - dad only yells and all the other adults only lie to get me in trouble, no one cares!). Heart is now 12 years old and acting out Mom finds him with paint on his face rushes him to the hospital but after the doctors check him they say it is on his face but he did not inhale. Even if he did there is no law against it, go home. So mom argues no I want help my child is depressed and crying for help can you not see this. Mom is told she is being disruptive and needs parenting classes but in the same breath she has a good grip on the problem she doesn't need help go home. A month later heart has paint on his face again mom calls for help the officer shows up at the house talks to heart and mom. Then tells heart you are fine so heart goes in the bathroom puts his hand and head right through the mirror and yells at the cop now will you help me and my mother you a hole. The officers response is to use brute force though any idiot could see heart really was not going to do anything else. Mom doesn't get upset with the officer but is relieved that her son will now get help. Again Ha! The crisis center talks to heart and mom, tells mom take heart home you have a good grip on the problem so on the way home heart jumps out of the car going 50 miles an hour his brother jumps after him kicks his butt to the ground. Heart is now screaming no one wants to help us bro. The cops show up hear the story tell mom get him help and leave . Mom still has to drive her sons home scared to death but promises heart she will find help somehow. But Mom fails her son for insurance reasons or being too educated in the minds of her children. Quote ( for she has a true grip on things and doesn't need help, Ha!). Diana 12/19/04 T Mestre challenges JDO: My challenge to you is to represent those of you that ARE here to help the children. "Many us work really hard to keep the children in our custody safe in spite of our lack of resources and man power." Yes I agree that SOME of you are sincere in helping children and the same resources that are not available to staff, are certainly not available to parents! That is what the website is for, to speak of the injustices to children and to discuss the ways to obtain the means that would help everyone concerned. If someone is doing something right, we also would like to know about that as well. This site isn't meant to bash anyone, but to bring attention to the general public about the conditions that our children have to live, the way that they are treated, the lack of mental and medical care, lack of education for the children, the lack of funds for proper staffing, proper training, better work environments for the staff. Everyone's goal is the same, we just have to work together as a team and not as foe's. I am sorry to hear that you will no longer post here and that you feel "underrepresented." My challenge to you would be to represent those of you that ARE here to help the children. If we are only going to hear from one side, then that is the side that is displayed. You have the opportunity to inform us, the parents and general public, the side that we do not hear from. I wish you the best in all of your endeavors, and continue to fight the good fight. 12/19/04 JDO replies to T Mestre: I never said that I haven't witnessed any abuse in my 10+ years with DJJ. The department clearly failed in its duty to protect [Ms Mestre's] son. Reply to Terri Mestre: Please let me clarify my position. I never said that I haven't witnessed any abuse in my 10 plus years with DJJ. What I said was "I have not observed the type of abuse cited by Ms. Mestre in her post on 12-16-04, during my tenure with this department." In her post she mentions youth being slammed against walls, broken bones, and being hit on the head with radios as the staff filing trumped up charges against them. No, I have not observed these type of events. I have personally worked with several staff over the years who have been fired for using excessive force on a juvenile. Due to recent events we now are working in a climate where some of us have become hesitant to use any kind of physical force. Ms. Mestre might believe this is a good thing. In my opinion it is not a good thing. Not when physical intervention is the only way to protect somebody's child from being attacked and assaulted by another youth. 2004 has had more staff assaults than any other in recent memory. When staff are punched in the mouth and hit over the head with trays are not "trumping" up anything. Where are the "statistics" on this? Also I don't think anyone should get the idea from my previous post that I was praising the Mental Health or Education Departments in DJJ. I was not. They are underfunded and lack resources as do Medical and the rest of the Department. Which was the main point of my previous post. Ms. Mestre suffered a terrible tragedy in the loss of her son while he was in DJJ custody. The department clearly failed in its duty to protect her son, and those responsible need to be held accountable. I understand her anger, and its not my intention to get in a tit for tat with her on this bulletin board. I don't know if we could ever come to a consensus on some of these issues. This will be my last post on Justice4kids. I only wanted to share my perspective which I feel is underrepresented on this web site. Not all DJJ employees are the same, nor are all Detention Centers are the same. Many us work really hard to keep the children in our custody safe in spite of our lack of resources and man power. We have been making a difference in these children's lives and we'll continue to do so. 12/18/04 DJJ: Terri Mestre replies: 10+ years and you have not witnessed ANY abuse? I CAN prove that it does happen! Re: "I have not observed the type of abuse cited by Ms. Mestre in her post on 12-16-04, during my tenure with this department." 10+ years and you have not witnessed ANY abuse? Sounds a little far fetched! I CAN prove that it does happen! The state did an investigation into the abuse allegations that I reported, and I quote "The state in 2000 confirmed a report of physical abuse of Shawn in a juvenile detention facility in Marion County. The state closed the case with some indicators of excessive corporal punishment." And how about this; quoted from the Daytona Beach News-Journal: The Volusia Regional Juvenile Detention Center had the second-highest number of abuse complaints among the state's 25 regional detention centers. During the 4 1/2 year period from January 1997 to June 2001, 215 complaints were filed alleging abuse of children housed at the Volusia detention center. Of those, investigators determined 45 charges were verified or exhibited "some indicators" of abuse, neglect or threatened harm. But while youths are routinely prosecuted for assaults and batteries on staff, Alarcon [DJJ Deputy Secretary (former)] said he could not recall a single staff member prosecuted for abusing a youth. COMPLAINTS RISE FASTER THAN ADMISSIONS From 1997 to 2001 Admissions: The number of children admitted to the state's detention facilities increased 15.7 percent, while the number of youths committed to residential programs rose 9 percent. Abuse complaints: The number of abuse complaints reported to the state at all Department of Juvenile Justice facilities increased 84.7 percent. Cases of verified abuse and those exhibiting "some indicators" of abuse rose 80 percent. Abuse complaints Abuse complaints logged at regional juvenile detention centers, January 1997 through June 2001: Orange County Juvenile Detention Center, 217 reports, 50 verified/somefindings* Volusia JDC, 215 reports, 45 verified/some findings* Duval JDC, 169 reports, 44 verified/some findings* Pinellas JDC, 164 reports, 14 verified/some findings* Marion JDC, 114 reports, 21 verified/some findings* * Review of complaint revealed some findings of abuse, neglect or threatened harm. by Ron Hurtibise Would you still like to stand behind your statement that you have NEVER witnessed any abuse? This is only a few of the states facilities, I can only imagine what this report would look like if they did the entire state!!! "I take exception to Ms. Mestre’s statement “It does not take a degree in Criminal Justice to deal with these children; it takes a degree in Psychology!” We do have Mental Health therapists employed within our facility." Again, where were they when my child needed therapy?! My son NEVER, during his entire stay in DJJ receive therapy!!! Education? That is a joke!!! Most of the children that come out of DJJ are at least 1 year behind what they should be! Civil rights; Children are entitled to the same bill of rights that is set forth in our constitution! Not what DJJ THINKS they should have. Yes Mr.Supervisor, this IS the real world!! The reality of it is, that these things are and do happen currently. I am not disputing the fact that abuse happens every where, in all walks of life, no one person is immune from it, but it should not be happening in our facilities that are supposed to protect these children. If you can file charges against these children, then the children should be able to file charges against the staff WITHOUT the fear of retaliation! "Some of us believe we can make a difference in their lives. We certainly are not in it for the money." Then make a difference and I don't recall anyone having accused the staff of being in it for the money. One person can make a difference, but it takes courage AND conviction. It does not matter if you are a Parent, JDO, Supervisor or a member of the Senate, you have an obligation to the children in your care to start somewhere, to help make these changes. Most of us want the same thing, for our children to be safe in a DJJ enviroment. 12/18/04 DJJ: Response to challenge receives rebuttal From DJJ employee (10+ years): bad people who would abuse children exist in all areas of our society I have been employed by the Department of Juvenile Justice for 10 plus years working at three different detention facilities. I understand the purpose of this web site is to be the advocate for youth that are in the Juvenile Justice system and I believe it to be a just cause. I hope this web site would also be open to dissenting views and different perspectives. I have not observed the type of abuse cited by Ms. Mestre in her post on 12-16-04, during my tenure with this department. This is not to say that abuse does not occur, because as we all know it does. Not only in DJJ, but also in our schools, in our homes, in foster care, by law enforcement, in churches, and day care centers. This is because bad people who would abuse children exist in all areas of our society. Anything that can bring to light or eradicate the abuse of children is a very good thing. Having said that, over the years I have worked with many good hard working people who really care about their jobs as they try to provide for their own children on the meager salary the State of Florida pays them. In many cases they have been forced to place their jobs ahead of their families when they are told they have to work another 8-hour shift when their regular shift has ended. When we say we have family obligations we are threatened with termination. So in our facility we spend 16 hours of the day watching somebody else’s children while neglecting our own for the sake of doing this job. These 16-hour shifts by the way, are not rare events in our facility, they occur just about every day. I take exception to Ms. Mestre’s statement “It does not take a degree in Criminal Justice to deal with these children; it takes a degree in Psychology!” We do have Mental Health therapists employed within our facility. If these therapists were put in charge of the facility security, the Detention Center would be overrun within a day and police officers would be coming in with dogs and tear gas. The youth in our facility have certain rights that must be met on a daily basis. Among these rights are: Three meals a day and a snack. The right to have recreation time. The right shower and perform hygiene daily. The right to be educated by our teachers, and yes, they have the right to be kept safe from physical harm. By far, the biggest threat to these youth are assaults by other youth. On most days two employees supervise 30 or more youth on a unit. It is also quite possible one of those employees was held over from the previous shift. So for Ms. Mestre to write about “getting to the root of little Johnnie’s problem” This is not living in the real world. There are 29 other youth in that unit with problems and issues. Their safety and security need to be provided for, not to mention those rights, which can only be kept if we stay on schedule. No one I work with wants to put his or her hands on somebody else’s child. The reality is that it is part of the job. We have been assaulted, spat in the face, had bones broken, rushed to the hospital and we keep coming back for more. Some of us believe we can make a difference in their lives. We certainly are not in it for the money. The State of Florida simply will not give us the resources we need to have the utopian Juvenile Justice Department that Ms. Mestre and other posters to this web site want us to have: Whereas our Detention Centers and commitment programs are overflowing with highly paid professional staff that can address every youth’s individual problem right at the exact moment they are having the problem. The State did not even give us a pay raise this year, and the legislature voted to deny us the special risk retirement. As a matter of fact the State of Florida does not even want to pay for the cost of running Juvenile Detention and are fighting in court right now to pass the costs on to the Counties. Most juvenile commitment programs have already been privatized, and are being run by 8 dollar an hour employees. These programs have a 60% turnover rate of staff. My perspective on these issues is that the “root” of most of these problems lies with our Florida Government. This is where we must start when we talk about improving the care and safety of juveniles in the custody of the Department of Juvenile Justice. 12/16/04 Hillsborough West JDC: Hillsborough East JDC staff are afraid to speak up because they know that they will be fired sometime later Hillsborough West is a great place work, even though sometimes it has it's problems like every other facility, but we have a Superintendent who cares about his employees. Unlike the East facility, where you have Mr. Miles who seems to get Superior every year during QA(BUT WHAT DO YOU EXPECT WHEN HIS WIFE IS ON THE QA BOARD). They just had an escape from their facility and only one person got in trouble for it, and he is one of the best male staff out of the four other good male staff that they have. The ratio was not fair at all. He was not the only person who should have noticed that a youth was missing. What happen to the Accountability Supervisor who was on duty, that is what the new titles stand for accountable for what happens during their shift. But like I said Mr. Miles does not care about his staff at all as long as he still has his job. Some of his Supervisors get caught up with his negativity and they act just like him. The staff are afraid to speak up because they know that they will be fired sometime later. We had a few staff to work at the East when their facilty was short, and they all wanted to hurry up and return to the West. People love working with the kids, it's just the ungrateful people who you have to work with and work for. The East has a employee turnover rate that is probably higher than any other facility in any region. People get upset when other people speak up for what is right, but we all know that people need to be treated with respect. The people who say look for another job if you are not happy, those are the ones who almost are ready to retire and know nothing else but DJJ. The department head really needs to check out people who they put in charge of running facilities. Djj employees need to be able to speak there minds without having to worry about someone saying that they are being negative and that they can find another job, anyone can find another job, but why leave what you love doing. 12/16/04 Osceola JDC responds to challenge from JDO Supervisor: If you spend time speaking to the child, you will see the child inside...there is one in there In response to the "Monday Morning Quarterback" comment, I would like to say that although I am not an officer, I do work on the front lines at a detention center. I am not an expert but have seen,heard and received training enough to know better about how to manage a human being, especially a child. And yes, they are still children...Without condoning their crimes, they are children in a crisis state, plucked from their culture with physical, mental and emotional wounds. People who are properly trained in behavioral science can tell you that punishment and aggressive physical handling is not the way to change behavior. Behavioral science incorporates positive and negative components and knows that it is the positive that truly changes the behavior. The adult should know how to read body language, read the floor dynamics and use preventative negotiating skills to avoid outbursts. When physical restraining is necessary, and yes it is with our children, then it should be done with equal resistance and not overpowerment. Then our children will know that we are merely stopping the aggressive behavior and not "showing them who is boss." We work with our cultures most broken children. If you spend time speaking to the child, you will see the child inside...there is one in there. Now, I know this sounds a little "rosie" and the old school boys might think it naive. We cannot save everyone but we should go down on the record books as having given our children every opportunity available to change. I believe on paper we say that with our rules and laws. I believe it is time for us, all of us, to put our money where our mouth is and do this right! Our children need discipline, structure and re acculturation so as to become productive citizens. Check the recidivism rate...Is what we are doing now working? Has it worked? It is OK for DJJ employees... ...So please give me some feed back. Well here it is! It is NOT that we as parents CAN'T do something; it's the fact that if we did do something it would be considered child abuse. So what you are telling me is that it's ok for you (the JDO's) to "manhandle" our children by what ever means necessary? If that is the case, wouldn't it be considered "State sanctioned child abuse?" "State sanctioned child abuse?" Now there's a new concept! If we as parents can't lay a hand on our children to correct the undesired behavior, then you should not be allowed to either. Do not be so quick to criticize us parents. Our children learn more deviant behavior while incarcerated, than at home. It does not take a degree in Criminal Justice to deal with these children; it takes a degree in Psychology! So next time, instead of "dragging" little Johnnie back to his cell, why not try to get to the root of the problem? Use your parenting skills, and if you don't have children, use the skills that your parents used to raise you! Violence begets violence. In this case, I am sure that "Little Johnnie" ended up with a few felony charges for his actions. DJJ is quick to file charges against these children for their behavior, so where are the charges for the "Adults" behavior? The behavior that I am speaking of is, children being slammed up against the wall or slammed on the floor, being hit on the head with a radio or a hand, being verbally abused and verbally intimidated? Arms twisted behind their backs, broken bones, bruises, cuts, scrapes and Black eyes? It is OK for DJJ employees to file reports against the child, but when a child wants to report an employee, they are threatened, intimidated and receive trumped up charges. The very real occurrence is that YOU are an adult, they are children, and there is NO excuse what so ever for a child to be hurt in ANY circumstance! There are not enough resources for parents to use in times of need, other than DJJ. We entrust the lives and care of our children in DJJ's hands, in hopes that DJJ could help our children, where we could not. We can only hope that we get our children back in one piece, both mentally and physically, not a body bag! My point in contacting DJJ and Governor Bush was to relate my concerns regarding the mind-set within DJJ. While employed as a Juvenile Detention Officer I felt that the employee grievance process was ineffective in dealing with critical issues within the Juvenile Detention Center I was employed with. Also, I wasn't the only employee who felt this way but I decided that it wasn't worth working in an enviornment where retaliation and politics was engrained in the culture. The fact that I am no longer employed with DJJ should tell you something. As a JDO working at a Juvenile Detention Center I felt threatened and intimated to speak up regarding needed improvements and job-related issues. This should not occur in an environment where communication among staff could mean the difference between life and death to either a staff member or a juvenile. Again, I am not the only person who feels this way -- many more JDO's employeed at DJJ feel exactly the way I do but are simply afraid to speak out over fear of retaliation and unfavorable administative actions by their supervisors. I am certain that you and Governor Bush are unaware of this cultural problem within the department. However, it is understandable to some degree because of your location in Tallahassee (behind a wall of pillars) away from the actual work environment of day-to-day operations. Public interest in, and concern for, the youth in the juvenile justice system and the staff that work with these youth is always appreciated. The Florida Department of Juvenile Justice, per Florida Statutes, has an employee grievance process in place for Career Service employees. This process was designed to protect employees who believe that "any condition affecting the employee is unjust, inequitable, or a hindrance to effective operation" [F.S. 110.227(4)]. In addition, issues related to reductions in pay, demotions, suspensions and dismissals might be appealed by Career Service Employees to the Public Employees Relations Commission. The options available to employees are outlined in the State of Florida Employee Handbook that each new employee receives. DJJ employees also have the responsibility of reporting to the Central Communications Center any instances in which they observe staff misconduct as outlined in policy. Finally, it is encouraged that staff share any ideas that they may have with their supervisor's) or in staff meetings. Another option, which Secretary Anthony Schembri has recently initiated, is the opportunity to make suggestions or present new ideas through the Office of Continuing Improvement. You have posed a very serious and important one. Unfortunately not every parent cares for their children. Some ideas. First I would try letting the child know I was going to try and help get him out, but I need his help to do so. Letting him understand I can make no promises, But I will do all I can. Then I would find out from him if there is any one in the family that he feels cares for him. If there is, most children will know the answer. From there now your work really begins for we know you will not be paid over time and have an uphill battle to get permission to go over the parent's heads to find this family member or other caring parents to help, keeping in mind this child does not have until tomorrow to wait for help for you have already stated he is acting out. I am sure there are many on the council like myself and Miss Corry that will help you in this matter. Keeping in mind the parents are not going to want to look bad so you will get a battle of why this family member can not take him. This does not matter. The only one that matters is the child for many are where they are, because they have never truly had someone to care or an adult that knew how to be a friend. How can a child trust and love if they have not been taught trust and love? This is the fault of society, not the fault of the child. I pray that anyone that has chosen to work with children would treat them no differently then their own and fight for what is right. [J4K note: Daniel "Danny" Jack Matthews died while detained at the Pinellas JDC] 12/13/04 DJJ: re: abuse: Supervisor JDO poses question to those who are quick to criticize or Monday morning quarterback Supervisor JDO poses question: You have a 16 year old male who is upset because Mom and Dad will not come get him even though the Judge signed release orders because they can't handle him at home. He has been referred to Mental Health and several staff had tried to help him by talking with him. The Supervisor has personally contacted Mom and Dad and asked them to come get him. In the Dining Hall something sets him off and he throws his food tray, backs in a corner, refuses all instructions to exit the Dining Hall after several staff try to talk him down, and states he is going to fight anyone who approached him. I am really interested in knowing how some of you who are so quick to criticize or Monday morning quarterback would handle this situation. Before anyone has any comment keep in mind that once Mom and Dad find out you had to drag little Johnnie to a cell they want to complain because you did something they couldn't or wouldn't do. For those of you who work in our field you know this is a very real occurrence and there are many more similar incidents that happen daily. So please give me some feed back. 12/13/04 Manatee JDC: Child with chest pains forced to do jumping jacks; then taken to hospital Secretary Shanbrie; Still more time has past and nothing is being done about the appalling situations that have occurred at Manatee Detention Center. Nothing has been done about the transportation van that lost its rear axel during a transportation run, or about the children being left in the smoldering, smoking van because, “ if we let them out they might escape”. Nothing has been done about Sergeant Jason Traxler forcing an incarcerated child to do jumping jacks, after the child complained that he was having chest pains. In addition, after forcing the child to do the jumping jacks, Jason Traxler, who has no medical training, diagnosed the child as having “gas” and refused to obtain for him any further medical attention. It wasn’t until Sergeant Homer Ordez arrived at work, and the child complained to Sergeant Ordez of the chest pains, that Sergeant Ordez through questioning the child found out that the child had had open heart surgery less then three years prior. Sergeant Ordez, after notifying the proper medical authorities, had the child taken to the hospital. Sergeant Ordez reported this incident to Superintendent Frank Gargett who did, and has done, nothing. Witnesses to these events in addition to Sergeants Traxler and Ordez were Officers Theodore Lewis and Rodney Florey. Please question these men. Please do your duty. Homer Ordez and Cpl. Fabian Gibson Let us not fall victim to Frank Gargett’s egomaniacal attempts to once again conceal his own personal agenda. Frank Gargett does not care about the staff at Manatee Juvenile Detention Center any more then he cares about the children that have been placed in his care. The children continue to complain to their parents that they are being fed poor or improperly prepared food. The children continue to complain that they are not being provided proper medical care and even that their requests for medical attention are being denied. Worst of all there are children who have complained that Frank Gargett has personally placed them in disciplinary confinement when they refused to file false reports of staff’s wrong doing. The children in question have all filed grievances regarding this abuse, and their grievances have gone unanswered. This is but one more example that Frank Gargett’s supervisor “Robert Raggett” is failing in his duty. That Frank Gargett is not being held accountable for his violations of department policy, and even his violations of the law. As the parents of the children being housed at Manatee Juvenile Detention continue to echo their concerns, I feel that the time has come to repatriate Sgt. Homer Ordez and Cpl. Fabian Gibson. These two men who have demonstrated by their actions that they will not be coerced or threatened into wrong doing, that they will, and have done the right thing even when it meant the loss of their job(s), suffering to their families and the personal sacrifice of having to travel two and half hours to and from work every day. The time has come to replace Robert Raggett and Frank Gargett with honest men, with men who care about our children and with men who do not view the DJJ agency as strictly a punitive agency, but who recognize the great possibility and potential that it can be utilized for rehabilitation. I believe one of the saddest losses is that this world shall never know him; people may have found love again in their hearts for all had he a chance to live. The few that did know him would say the same. Just a small story of how Daniel was, Daniel and his brother John met a homeless man with a sign asking for food. They come running home mom please this man needs coffee and a bed can we take ours. I responded then you will both sleep on the floor, the very next thing I know my sons are dragging out a mattress and blankets to this man. When they get there he tells them but I have no where to put them. So Daniel comes up with the idea we can put everything in mommy's shed -couch, table, bed and let's not forget their small tv with a beer. They both proceed to run electric cords from their bedroom window to the shed for electric. But we could not allow this for we were renting the land, but owned the property. Also worried about our sons safety for this man followed them everywhere. You could ask officer West about this story for he could not believe how many people were condemning the boys for trying to help someone though he did have to help myself and husband In explaining how dangerous this was and get this man away from them for he did start to stalking the boys for everything . But Daniel did not see this he saw a person needing help and a way to give it. This is such a small part of our baby. But I wanted to share this with you for unlike many I believe you would not have seen him as an unworthy child. But as the caring soul he was. Thank You again so much for caring for the children. I completely understand that many would face being fired or other retribution for speaking the truth. Can you really tell me the children are not worth getting another job if it means saving another innocent life for that is what they are innocent. Children are just that - children - they have a right to learn from there mistakes, be loved and live. If not why are we having them? Besides we are not children and if enough people speak out they can not fire everyone for speaking the truth. I saw your message and I would like to thank you for not being one of the people who thinks everything is the parents and children's fault. A minor crime like breaking a window should not mean the death penalty! But it did for me and my wife! We shall never see or hear our son again! "fear of retaliation" needs to be addressed or more deaths of juveniles in DJJ custody will be inevitable As I sit here reading these postings regarding DJJ and JDC I always see one common thread with runs something like: "The system sucks and someone needs to be fired." I resigned my position as a JDO because I felt that in order for positive change to occur I would have to speak up; which I did and had to pay a price. It takes courage to speak out but in the long run it will pay off. My suggestion is for the writers of these postings to encourage your co-workers and be more forthcoming with one another and supervisors including the superintendents. The biggest problem I saw while working in JDC was a lack of communication between staff. Properly (and respectfully) communicating needs is a skill that many times takes practice and hard work to master. Also, DJJ should not have an environment where you would need to be in a position to be brave in order to speak honestly about the work environment and issues regarding the DJJ system. The biggest problem I saw while working in DJJ/JDC was a "fear of retaliation for speaking your mind on issues" (regardless of how you presented it) which has been engrained in the culture over a period of time. This needs to be addressed at the highest level of DJJ or more deaths of juveniles while in DJJ custody will be inevitable. Secretary Schembri are you listening? 11/08/04 Manatee JDC CHILDRENS RIGHTS Omar Paisley, Shawn Smith and Danny Matthews had the right to live! Governor Bush, you no longer have the luxury of tomorrow, it has been superseded by the urgency of now. CHILDRENS RIGHTS Every man, woman and child in this country has the inalienable, constitutionally guaranteed right to be safe from assault and abuse. No one has the right, and this includes Manatee JDC Superintendent Frank Gargett, to abuse and assault our children. Especially those children that have already been, “neglected, abused or come from home where the parents just don’t care.” As mothers, fathers and just plain caring citizens we should be outraged at anyone who has the unmitigated gall to attempt to justify the abuse of a child. Children, regardless of home life, have the right to be safe. May I remind you that in addition to those poor unfortunate children that come from broken homes, JDC has also housed children that come from good home, homes where their parents are outstanding citizens. Parents who are professionals, Police Officers, Lawyers, Judges, Doctors, and yes, even Governors. There is absolutely, unequivocally no justification for abusing our children. Frank Gargett, under the protection of that malignant scourge, Robert Raggett, has far-too-long abused the children in his care and the staff under his supervision. When Frank Gargett vulgarly, verbally assaulted Officer Montres Barnes, telling her to “Sit the F**k down and shut the F**k up!”, this was unacceptable. When Officer Barns subsequently filed an employee grievance, Robert Raggett sent his representative, Chief Don Goff to relay to Officer Barns that her grievance would not be processed any further, and that she should understand that perhaps Frank Gargett was, “just having a bad day,” this was an outrage. When Officer C. Newell was terminated after she gave an honest evaluation to the Q.A. (Quality Assurance) team, this was unacceptable. When Frank Gargett offered to re-hire Officer Newell if she fabricated wrong doings by her supervisor, so that Gargett could fire the supervisor, this was a crime. When Frank Gargett altered Corporal Fabian Gibson’s work schedule so that he was unable to meet his familial obligations after Corporal Gibson had assisted Sergeant Homer Ordez in reporting the assault and abuse of the 14-year-old youth, who for his protection I will refer to henceforth as Bobby, it was unacceptable. When Corporal Gibson pled to have his schedule reinstated, and Frank Gargett replied, “adjust or get another job“, this was outrageous. When Sergeant Homer Ordez was moved from Manatee JDC to Pinellas JDC because he properly reported Frank Gargett, and Jason Traxler’s abuse of Bobby, this was unacceptable. When Sergeant Ordez was relocated to Hillsborough JDC, a center even further from Sergeant Ordez’s home solely for retaliatory reasons, this was an outrage. Our Children Have Rights: Omar Paisley had the right not to languish in pain and suffering. Omar Paisley had the right to live! Shawn Smith had the right not to be abused to where he found no other relief but to take his own life. Shawn Smith had the right to live! Danny Matthews had the right to be kept safe. The one thing I know is how well Mr. Gargett handles his own children and how if differs from the kids that are sent to him to manage. The majority of kids are either neglected, abused or come from homes where the parents just don't care. This sad situation is even harder to manage when they are left at the doorstep and told to "fix'em". To me it all begins with the parents or guardians, many who patrol this venue, that look for ways to defend the rights of their children. You know what? If Superintendent Garrgett had been placed in charge of your cat or dog, if he had locked your pet in a cage, and had ignored it’s cries to go out to where the poor animal had no choice but to urinate and defecate in his cage, would you not consider that abuse? If Frank Gargett denied your pet water to where the poor animal became constipated and it’s skin dehydrated, would you not consider that abuse? If Frank Gargett fed your pet roach invested food, would you not consider that abuse? If Frank Gargett twisted your pet’s limbs to where your pet suffered bruises, and then kneeled on your pet’s back until it was unable to breath, would you not consider that abuse? All of what I have just described actually has happened to children at the Manatee Juvenile Detention Center. If these crimes had been done to a pet, criminal charges would have been immediately filed by the SPCA. Yet, these men, by their lack of action, have actually sanctioned this treatment. Some of them have actually participated in it, while the others have helped to cover it up. It is indeed very sad the way ADS at ORJDC show favortism towards some staff with the exception of Mr. Eason. I am a witness of the mental,verbal abuse that goes on. Ms. Singh was treated very different. She was suppose to work at Seminole Detention but since she was offered the world if she went to ORJDC that is exactly what she did. In less than 2 months she went from JDO to SJDO. When other JDO's applied that were there longer they were tolded that their applications were lost. Ms. Singh was afraid of being on the floor with the detainees. Therefore they created a position for her taking care of all keys and supplies. While she was on the floor she falsified checks that were not made. One staff caught her and told her supervisor and they wrote an incident report and Mr. Jenks ignored the whole thing. Instead of Ms. Singh getting in trouble the worker that report this got in trouble. When Mr. Isbell heard about this he also ignored the whole thing. Just last year a staff that did the same thing got terminated. One of the staff including her supervisor wrote her up. Mr. Jenks got upset and instead the worker that told Mr. Jenks got written up. Ms. Singh was given a office job taking care of the keys and supplies. She did not do too well so they went ahead and created another position. Finally she went to Volusia County as a supervisor. The last thing we heard is that she is coming back very to ORJDC. I thing this has to be investigated. How can a staff that falsified seeing detainees be a supervisor and get promoted so many times. Mr. Jenks and Mr. Nichols and Mr. Castro has promise her the world. Especially Mr. Jenks he was seen many times wasting state funds by taking her out during the day. MR. Nichols was also seen riding around with her. Why do you think we are showing so much frustrations? A lot of staff have been here a long time and never get promoted.We are talking of very smart staff. Please Mr. Schembri and Mr. Goff this needs to be investigated. 10/21/04 Orange JDC: once the bad apples are gone, everything will be fine. What I think about the situation about Sandy S. I heard, and believe that Sandy family might know Mr.Raggett. I also believe she used the friendship on her behalf, but also believe she is a good worker, and very smart. Indeed she is a manipulator, and tried to use her charms on many male staff at Orange Detention. By working with Mr. Jenks, Mr. Eason, and Mr. Castro at Orange Detention, I do know they are very professional, and will only be on that level with Sandy S. Which Mr. Jenks are very professional, more knowledgeable, very helpful, and very understanding with officers, parents, and youths with concerns in ORJDC matters. I can't even seeing her manipulating Mr. Nichols who only want to use his smart workers to do his assign duties for him. Which also do not know a thing about running a detention center, and have no knowledge to run his department on his own. Volusia RJDC, I am sure, would tell you that they selected the most qualified individual for the supervisor’s position that she has filled. “The Officers here at ORJDC knew that something was wrong. Needless to say the administration created a job for her, so that she would not have to work the mods.” I seem to recall that she took on the extra duties of supply officer for the 2-10 shift and performed those duties in addition to working the mods. “manipulating the MEN in management at this facility” This does not speak too highly of the ADS’s at Orange and I am sure that they would not agree that they were manipulated. Perhaps you should spend more time learning and performing your job and less time on rumors and gossip To Secretary Schembri,You stated in one of the news articles that DJJ has too many cover ups.Well, there has been one more.Who is Sandya Singh? She tells staff that she is Mr. Raggetts neice and that her family married into his family.The Officers here at ORJDC knew that something was wrong. Because, she was treated better than any other officer in this facility. Needless to say the administration created a job for her, so that she would not have to work the mods. She has falsefied 10 min room checks and Mr. Jenks, (ADS), made it go away.The supervisor involved in this incident followed the rules to the letter of the law and so did the officer that reported the incident.Sandya has been promoted to a SJDO,while on probation, and now she is a supervisor in Volusia county.There are other stsff that committed the same offense and they were terminated.The plans are for her to transfer back to Orange Detention as soon as a supervisors position becomes available.This would not be a good idea! Sandya needs to first grow up and seek training in customer service, learn what to do the work on the mods,and obtain supervisory leadership skills.THANKING YOU IN ADVANCE FOR LOOKING INTO THIS COVER UP. 10/17/04 Orange JDC Mr. Harold Stephens is an angel in disguise! 2-10 shift is thankful too In response to the letter written "to our great supervisor Mr. Harold Stephens" What a thoughtful, beautiful written testimony for the 10-6 Supervisor Mr. Stephens. How refreshing to see someone to take the time to "honor" Mr. Stephens. I do not work on the 10-6 shift. However, I must admit everything that was said about Mr Stephens is so true! It is not always about the job, but the people who do the job under difficult circumstances and still feel grateful. When I see Mr. Stephens come in the door, I am always happy to see him. He is a breath of fresh air, always has a handshake, a twinkle in his eye, and a kind word to say to the people on the 2-10 shift. For this the 2-10 shift is thankful too! Even when we have to pull a long days night (bluedot) he will come to us and ask us how we are, ask about our families, and always make us laugh and smile. He is fair, unjudging and treats everyone with kindness. He always sees the good in people even when we feel at our worst! He makes us feel good after a long difficult day. Not only does he treat his staff, and those of us that do not work directly under him with compassion and fairly. He treats the youth in our facility with respect. I have seen him take inconsolable youth and take them aside and have a good heart to heart talk with them so they can go to bed and rest their weary heads. They can then rest peacefully with out worrying into the night. Mr Stephens ins't just a good person, and a great supervisor, he is an angel in disguise! We all should be thankful to have known him and have the opportunity to work with him and learn from him. When you all see him tell him. Its always nice to know someone thinks highly of you.......We from the 2-10 shift thank you too Mr Stephens! You are appreciated and loved by all. Keep up the excellent work! Kudos to you! You are indeed a role model for all the JDO'S,SJDOS and supervisors to follow. Your leadership warrants respect and admiration. Mere words cannot describe the many qualities you show. No matter the hour, what ever the need, you go an extra mile. Always ready and willing to share a comforting thought and a smile. Once in every life, there comes someone who touches you so completely, so exquisitely. You are a very special supervisor. Many times we have seen you adjust your life to meet our needs. We see how hard you work on the mod when extra help is needed. When we hurt but don't show it, you know. When we turn away to hide our frustrations, you see. With you, it's all about voiceless communication. We just want to thank you very much, but yet we can't thank you enough.... ~ 10-6 Night Shift 10/13/04 Osceola JDC lost a lot of good workers In response to compassionate, do you know what compassionate means no you don't Roman.N. How can you bring your mouth to say something like that, I’ve known you for 3 years and you want to talk about compassionate, what about your co-workers who come to work on time, take a 30-minute break not a 45-minute to 1-hour break but yet you want to talk about compassionate. There’s several officers that have been written up for the bullshit you've been getting away with, but yet you want to talk about compassionate. The youths you can't control you're the one that have alpha shift screwed up but yet you want to say how alpha shift is a perfect shift no shift at Osceola JDC is perfect you know, Osceola loss a lot of good workers for example, officer Fernandez was fired for being late like you but was there compassionate for this officer, no you know why this officer is black that’s why Roman.N. The day that alpha shift becomes perfect is the day when you’re on time now that’s compassionate 10/12/04 JDC: Manatee JDC unfair treatment being imposed on staff and youth. No Justice! Manatee Employees continued to be harrass by Superintendent. Told to get use to unfair rules implemented by Superintendent. Superintrendent gives options to staff to find new jobs or get use to the way he runs his house without any thought to staff and families. Question, Why are some staff allowed to work light duty but for others no light duty work approved by Superintendent? Some staff allowed to work light duty placed in box others placed on floor some not allowed to work at all. Why are they not treated equally? What separates the allowed from the unallowed, "RACE". Look at the ratio of staff exiting taking this Superintendents advise, not because they can not do the job but because of the unfair treatment being imposed on staff and youth. Please excuse me…But I have a lot to say…I also work at Osceola Regional Juvenile Detention. I am a Officer of Latino Heritage from another shift and the truth shall set you free Alpha Shift!!! First of all Osceola Juvenile Detention Center should be a big concern for DJJ’s Secretary. All the things that the “former officer or officers” spoke about is the truth and can be confirmed. Alpha Shift or maybe I should address the author of the letter entitled “Alpha Shift are some of the most kind and compassionate officers” (we will call her Officer R)…Who never really addressed the situation that was talked about in the other letter, and many problems at OSCRJDC. Now here is an officer that is so dedicated to the facility and youths that she comes to work late everyday. I have never seen her or heard about her coming to work on time yet. And because she is part of “Alpha Shift” (The Superintendent Mr. Hoffman’s can do no wrong shift) that she is never disciplined for it. Now don’t get me wrong not everyone on Alpha Shift is special to Mr. Hoffman. Especially if you question any of his policies that he seems to come up with on a daily basis to fit his needs and cover his incompetence. Maybe if Officer R, paid more attention to her job than being preoccupied with an ongoing affair that she has been having with another Alpha shift officer, then maybe she could get to work on time, and take her post on time. She has the nerve to come to work late, then pop into briefing when it is almost over, then before going to her post, she goes up to admin to fix her some coffee. Let us not talk about the 45-60 min lunch breaks…Hold up! Let me stop… I guess if I had a supervisor that would allow me to get away with that on a daily basis, perhaps I could be tempted to do the same thing. Now lets talk about COMPASSIONATE OFFICERS… If officer R is so compassionate then why is it that every time they take her out of MC and put her on the Mod they end up having confinements and Code Blues? Could it be that she doesn’t know what the Hell she is doing? Disrespects the youths? So therefore they don’t respect her? (Just a thought…) You can fool the so called Superintendent, but not your fellow officers. As I mentioned in the beginning, I am an officer of Latino Heritage, even though I don’t speak it at work, I also speak Spanish, and I do understand that it is very important to have clear communication with your fellow officers. I can understand how a non- Spanish speaking officer could feel uninformed on issues at our facility. Part Two: Supervisors curse at youth, try to inflict physical pain upon then (Out of the camera view) I feel OSCRJDC could be one of the best facilities in the state, but it has to start at the top. We need administrators that are more professional, better educated on their duties and responsibilities, and should have humane concern not only for the youth but also with their staff. Until there are some major changes with administration, this facility will continue to go down hill. We have a record number of officer quitting or in the process of it. Unfortunately the ones that are leaving have either been our most educated officers that have said enough is enough, or it’s the new officers that come in a say… “Staying here would not be in my best interest.” The administrators are incompetent, Mr. Hoffman spreads more gossip and rumors around than most officers. Personally I think he gets a thrill out of causing more turmoil between his staff just to take the attention off of him. Asst. Superintendent Ms. Jewell needs to retire, she is a joke, when she comes on the secured floor she stands around like a deer caught in headlights. Her method of training is to put in a video and ask us to sign a paper to say we watched it. As State employees, we now have to go through Jeb’s “People First System” to do our time and attendance…. Now you would think that since we have an Superintendent of training (Jewell) and she now has an assistant, that between the two of them, someone might have said… “Maybe we need to give the staff training on how to use it before it goes online and jeopardizes if they get paid or not? OOOPS Sorry, “THERE IS NO VIDEO FOR THAT”… “Because we don’t know how to use it either, what? Take the initiative to be trained on it so we can actually train our staff? What a concept!!! Now for Asst. Superintendent Housel… I really don’t know what to say, I think he finds himself getting caught in the middle of Mr. Hoffman’s antics, and gets left looking stupid… Now lets take a look at some of the Supervisors…Oh my God…Talk about a dysfunctional village… We have supervisors that the last computer they owned was a “Commodore 64” and think a mouse is something they have around the house to keep their cat occupied. We have some supervisors, that spend more time trying to sleep with some of the officers than taking care of business. We had one young officer that ended up leaving because she couldn’t take coming into work any longer and facing a supervisor that she recently had an affair with. Then there are some supervisors that even though they spend a tremendous amount of time in MC, they can’t even run it or know how to make proper log entrees. Supervisors that are not JJIS certified and can’t do intakes, and definitely, supervisors that do not know the first thing about working with at-risk youth. They curse at them, try to inflict physical pain upon then (Out of the view of the cameras) and then try to appease them when they ask for a grievance or to call abuse. Could all these things be accomplished with better training? DARN, I’m sorry, we don’t have a training program. Which is kind of interesting in itself since training is suppose to be one of the New Secretary’s top priorities…In closing I guess if anyone asks what Osceola’s Mission Statement is? Just tell them: It is the Mission of the OSCRJDC to follow the Policies and Procedures that has been handed down by the State of Florida, the Secretary and Jeb Bush…Hold up, wait a minute F.O.P. Forget Our Policies I’m Richard Hoffman, what I say goes…I am GOD!!! 10/10/04 JDC: Manatee JDC Alleged Superintendent threatens staff with retaliation Rev.Willis, Thanks so much for your hard dedicated work at Manatee Detention. With all due respect to your position you are only a volunteer and only see youth that want to see you for the services you offer. You are not allowed to review any reports and not advised of any abuse of youth or any other incident that youth or staff are involved in. Manatee youth and staff continue to suffer under the hands of the Superintendent. This Superintendent continues make his "Rules" and threatens staff with retaliation if they question his rules. He has problems with staff and youth daily. Memorandums are sent out daily that he does not follow example: If you are involved in any incident with a youth you are to write a incident report, go back over the last couple of years he has been involved in a number of incident with youth you find that he has not written a report. If you want to find the dirt that appears to have been cleaned look into the corners of Manatee Detention you will see the dirt piled high "Hidden" waiting for Tallahasee to "Swipe Up and Swipe Out". Staff wants the callous complacent attitude removed in order to serve and protect our youth. We want to win the publics respect back along with the youth. in order to complete this, reorganization must take place. How can this Superintendent move forward without the Departments goal "Treat Every Child Like your Own" 10/09/04 JDC: Okeechobee allegations of drug use; improper use of DJJ money & food; favoritism during the hurricanes the administrater at securicor okeechobee facility locked her serlf in her office with her parrot, dog, and boyfriend with a note that no one was to be bothering her. she ran all the ac to her office to. She came out at night to cook the food DJJ bought for the kids up when she had barbeques for all the employees and yelled at the food service manager for telling her it was the kids food. fans were bought with DJJ money but youth did not get to use them hardly at all. kids had to clean close in toilets because laundry was not done. instead her and other administraters families were kept cool with the fans while us staff and youth had to watch the cords running into there offices. supervisors were required to work double and triple shifts for a losy $50.00 gift card. lots of people who be unable to come in because roads were closed or cops said no where wrongly fired. commander spurlin was in tears because she was not allowed to attend a fema meeting when her house was destroyed. those people used the storms as an excuze to get rid of people who chalengged tham and to save money. why were some suspended but others fired? the difference between being a yes and no person? but the administrater got promoted to what she brags is the lrgest djj facility in florida. throughout the storm her and her boyfriend also supossedly did drugs out back. he always tries to bum drugs from workers everyone nows it. they use pot and coke, but no one drug tests the administrator. and djj wont test her either even though she now runs a bigger prison for them. god help those staff and kids with a druggie runing things. 10/07/04 JDC: Osceola JDC Alpha shift are some of the most kind and compassionate officers The person that last wrote concerning the Osceola JDC facility seems to have a strange perhaps bitter is the word view of this location. I assume that this person either works there or worked there in the past, but whichever it is you need to get a life. You are apparently so bitter and of such low-self esteem that you attack some of the finest DJJ Officers in this state to make yourself appear better. Guess what- you only show your ignorance. Another point I would like to make is how you attack the Spanish speaking officers for speaking a different language. Perhaps YOU should learn proper spelling and grammar before you attempt to post on a bulletin board. I would think it is quite embarrassing for you to have such a low skill in the basic form of communication. By the way it is Ms. Hoffman not Hofferman. Getting back to the officers you attack- you should know that Alpha shift are some of the most kind and compassionate officers when dealing with the children. Yes, remember they are children still. They can and have been good role models for many youth who come through the doors. You should ask yourself what you have contributed to the work place. I would take bets that it is very little- you are too busy being angry and bitter. If you can't seem to do anything in a postive way at Osceola DJJ I would say to you that it is time to move on. Your attitude is not needed nor wanted. Life is too short to hate your job as much as you seem to. Additionally, the children do not need to be exposed to anymore negative people in their lives. You do them a disservice. 10/01/04 JDC: Manatee JDC I work with the youth there, not one time . . ever mentioned to me about abuse I have read all the things coming against Superintendent Frank Gargett, now let me say this: No one that is not man or woman enough to sign their names when trying to ruin a person I am praying for. First of all, I have been their since 1999 before Superintendent Frank Gargett came. This place was dirty, when he came he made sure it was painted, and cleaned up. I work with the youth there, not one time has any of them ever mentioned to me about abuse from any of the staff or Mr. Gargett. I cannot believe that anyone that has been saying all this about Mr. Gargett and not sign their names can be all true. Rev. Evelyn M. Willis JDC Chaplain & Minister of the Gospel 10/01/04 JDC: Seminole JDC Administrators not responsive; I resigned my position in protest The postings on Seminole JDC trouble me; I am a former JDO who resigned my position earlier this year due to concerns on how working hours were being assigned and the unfair practices of how they were implemented. It was obvious to me that the Seminole JDC Administrators were not responsive to the needs of the JDO's and the Supervisors. I was so disappointed about the lack of support from the Administrators that I resigned my position in protest and after having only just recently having been hired. The problems of non-support for the JDO's and Supervisors by the Administrators need to be looked at seriously by someone OUTSIDE of Seminole JDC. Also, the union should be involved in supporting the needs of the JDO's but the union will not be able to help unless someone from within Seminole JDC reaches out to them and encourages the other JDO's to join. If I was confident that I would have the support and backing of the Administrators I would reapply to DJJ for employment. Unfortunately I am certain that the same old crap is going on and no real progress is being made in addressing the needs and concerns of the individuals on the front lines of DJJ/JDC. |
