Where is the link that we are waiting for to petition to get Mr Booker back and md. Maldonado back. We are waiting for that link. Mr. Davis and Janice Walker if they represent the leadership and integrity that this department is supposed to be comprised of, then this department is in for a lot of stormy days. Mr. Delancey had made it a practice to conduct his shift briefings using all types of vulgarities directed towards the very staff that he is supposed to be setting an example, but in Janice Walker and Walt Davis' sight this is supported behavior, and not "CONDUCT UNBECOMING" ~Anonymous 12/19/05 Miami-Dade JDC: This message is for Secretary Schembri, Why won't you bring back Ms. Maldonado or Mr. Polk? Well it's a known fact that there have been several officers disciplined who were assigned to the Admissions and Releases Area for their involvement in improper youth releases, some officers have even been terminated, however Ms. Gail Bess who is the ARO Coordinator at the MDRJDC has NEVER held Accountable at any time, not to mention there is currently a shift commander name Mae Foely who was suspended in Broward Detention for her role in an improper youth release, and she was disciplined by being suspended (transfered) to MDRJDC in the capacity of a shift commander which is her current capacity. Mr. Nobles needs to stop sleeping with his staff and focus on his duties and there are documents to prove it. The same way there is proof that Sharon is dating a married man Hugee from Broward. The one thing I see on this site from you is division. If you think about it, you're already speaking out, now put your words to action. Garcia had his opportunity to help us at the public hearing but did not. He contacted Gus Barreiro and gave him facts but when asked will you help your officers since you say you care for them so much, he replied " I'm scared for my self and my family" If you are right with your facts there is nothing to be scared of so Capt. Garcia did not come forward because he too had a past in his prior employment. He was searching through porn sites and that is why he did not want to come forward. Miami-Dade JDC: Lets talk about T.Hinson a Supervisor at Miami-Dade.She
wrote up Officer Rizo at MDRJDC,and gave her write up to her in the staff
bathroom.Tell me how professional was that.Officer T.hinson was supended in June
for signing off on a bad release.And she was still on probation.If that had been
any other officer they would have been terminated... Supervisor Petty,he made a
human error by writing the wrong time down.The Clock was placed there by the
Department.An he was terminated.Mr.Dale didnt even investigate the clock on the
wall or anything... The telphone clocks is different than the camera clocks and
computer's time.So how can you point to the correct time of a incident's. Feeling strongly that these unfair methods warrant the attention that was given by the Miami Herald regarding the Omar P. episode. An investigation will uncover the departments dereliction of duties in managing this matter. This was arbitrarly a mockery of justice on the departments behalf, holding the proper personnel an administrators accountable for their negligence was inevitable. However during every reconstruction process there are many innocent persons victimized. These were seasoned officers devoted to the departments goals and the possibility of impacting one youths life. As the department has made an honest effort to change the perception of it's critics, I can't help but question it's highfalutin disregard towards it's officers. Omar P. incident. I feel strongly that my dismissal on Oct.2005 under the hand
picked administration was unjust. In fact these terminations are currently under
investigation, I would appreciate your reviewing my situation. During my tenure
with DJJ I was dedicated and motivated a review of my file will indicate such.
Upon your reviewing this situation it will be evident that DJJ's legal staff

Our "sympathetic" management team has always replied that "we can also get another job." That is exactly what has happened. The turnover rate is appalling. Employees are leaving in droves. Many of them without notice, completely disgusted at what has been allowed to occur in these DJJ facilities for years. Administration DOES know about this and they DO read, as do people around the state and in Tallahassee. Granted we all make mistakes but robbery, battery, attempted homicide, etc..is beyond a simple mistake...They should not be allowed to work with felons as they do not have the poise, character or moral ethics to provide care or custody of other young felons. sent to a residential program in south Florida. I'm not sure of the policies on

Angi 12/08/05 Volusia JDC: I met AS Garcia at the symposium this year and was very impressed with his competence and experience. Now I called MDRJDC and they said he does not work there anymore. Anybody know what happened, he looked as if he wanted to finish his career at DJJ and in my conversations with Janice Walker and SHaron shore they spoke highly of him. The only real degrading problem I had was when I tried to better myself and my family in a different career, a JDOS took it upon himself to give me a bad reference. So basically it means he will serve his 12 to 14 months(or longer since we have not been told of how long he must be incarcerated!) with no visitation. How horribly sad and cruel this is. He has a second grade level reading and writing letters is difficult for him and can he read ours? He can't write! I want to fight for his right to have visitation by people who love him dearly. He has no one but us~! What can I do? I will go where I need to go and do what is necessary because I'm sure our situation is not unique in this world of juvenile justice. I am a former Juvenile Detention Officer in the state of Florida and there are many injustices that plague this department. Let’s start with a 300 pound mentally retarded male with an I.Q. of thirty being placed in a detention facility and getting sexually assaulted by a known sex offender who was changing that youth’s depends (Diapers) and giving him a shower! A youth that was placed in shackles on wrist and hands being beaten and guards locking down a module to play basketball and none of the supervisors are aware that a lockdown was called; meanwhile drug contraband is being smuggled into the facility because there are not enough officers to conduct a thorough and proper strip search. Why am I mad? I am mad because, these incidents didn’t have to happen if there were competent people in control of these facilities. I and so many other outstanding Officers got terminated or left under pressure, because we tried to make a change for the good to a broken system. We worked hard and gave so much of our time and energy to the department; we feel we deserve better treatment while we were employed and now. We care about incidents such as this. I am a mother with eight children and three grandchildren. I know kids and I love kids, I adopted four, three that came from the state of Florida. No one wants to hear what the Officers have to say about why this Department can not keep Officers. Officers are coming and going so much that there is not enough time or man power to properly train unskilled and unqualified officers. People are walking in from homeless shelters, mental institutions and God knows where, getting employed through DJJ. I tried to go through the chain of command, but was unsuccessful at doing so. I call for a meeting with the Regional Director Raggett to speak to him about the condition at the East facility and two weeks later I was terminated without reason. There is over hundreds of Officers in this state that are being work under extreme stress, pressure, getting assaulted and continue to work in deplorable conditions. I tried to speak to EEOC, Human Rights Commission and the Attorney General of the Department about my case but to no avail my voice fell on deaf ears. There was a Juvenile Justice Committee hearing in Miami on November 16, 2005 that I attended. Other Officers and I spoke before approximately 10 State Representatives from around the state about the unfair, unequal treatment of good officers by the administration. I tried to let them know the reason why the Department of Juvenile Justice has such a deep rooted corrupt culture and why this states children are being killed and abused from all levels in this system. Please help us in our cause to make a positive change. We need a strong voice like yours to stand up to the giant that we can find hard to contend with. As for you wanting more stringent hiring requirements for DJJ. They have the same requirements as DOC and "most" Law Enforcement agencies. A High School Diploma or a GED. (Which is probably more that what you have at this time). The difference is in the amount of TRAINING HOURS. DJJ requires four weeks and the other agencies have a minimum of 580 hours of Basic Training. DJJ will never attract the same caliber of staff as the aforementioned agencies because those agencies offer higher salaries, better benefits, and HIGH RISK retirement. Also, they treat their staff better and there is an opportunity for career progression. DJJ Private Provider Programs hire staff for $7.50/hr. How many people with College Degrees are going to work with kids like your son for that amount of money??? And the color of one's skin has nothing to do with being racist, ignorant or uneducated. Last month, about 10 staff either lost their jobs or resigned, and another 6-8 are currently on the chopping block. Admin. makes little attempt at filling positions, leaving the officers that do remain burned out and overworked. We have kids with simple infractions such as shoplifting housed with sexual offenders, murderers,... A large number of these kids are also taking some strong medications that alter their moods, behavior and attitudes. We talk about safety and security, but a doped up kid is a walking time-bomb in some cases. We have kids with simple infractions such as shoplifting housed with sexual offenders, murderers, car thieves etc. There should be and I do quote should be other facilities that a youth with a simple law violation could be placed in stead of placing the non-violent kids with violent offenders. When the non-violent youth observe the actions and behaviors of the violent youth, they tend to follow instead of taking the lead role. A large number of these kids are also taking some strong medications that alter their moods, behavior and attitudes. I also think that kids that have to be medicated to such an extent should not be placed in a facility that would cause them to do harm to themselves or others. We talk about safety and security, but a doped up kid is a walking time-bomb in some cases. An angry doped up kid is also a walking time-bomb at any given time. The only thing that he is being a real ass about is that we can't have our lunch stored in a frig at work. You have to leave it in your car. That is crazy, you already don't receive a lunch break, yet you have to go to your car to eat it. If you are going to come in and try to change things, make sure that it is reasonable. As long as we don't have food on the floor, then having a frig in a clean break room should not be a problem. It is going to be winter soon and who wants to eat outside. Every job is suppose to have a break room. The only reason why your son was treated like shit is because he was a poor ass staff, and that reflects off of you, maybe you should have taught him how to work professionally. He used to steal time and take vacations all the time and we all know that he did not have that much time. Mr. Kaylor is drunk have of the time and does not know what is going on in the facility. He keeps his alcohol in the trunk of his car, knowing that it is not supposed to be on state property. He needs to take some time off to attend his AA meetings(it's not a secret anymore). He has been the reason for a lot of good people to resign or get fired. Mr. Needs and Mr. Kaylor do not care about anyone in this facility, because the whiter it is the better it is. They moved Mr. Bryant back to the floor and all he does is complain and talk about how he makes more money building things and that Mr. Kaylor and Needs are two assholes who need to retire. He wants Mr. Kaylor's job when he retires, but he knows that another uncle tom will get the job. He can't deny this statement because everyone knows how is is pissed off about being on the floor, but next time he needs to complain to someone who really likes him. He thinks that he is better than everyone. When he trained me to work the floor, I was not trained the right way because I have been counseled on my performance. He is scared of the kids and he never stays in the dorm with the other staff. It is amazing how he walks around all damn day. He is going to cause someone to get hurt. I have a problem working with him because he stairs at the boys when they are in the restroom and some of the youth have wrote grievances on him and his sexual advances towards them and he never turns them in. I found out today that there were grievances on him and I want to tell but I know that the youth will be scared to tell the truth because they know that he will put them in confinement or take their level and I don't want to tell anyone and it seems that I am lying on another officer. If the truth comes out and I get in trouble for not telling, then I will resign. That is the biggest problem at the west, kids are affraid to tell when an officer is bothering them, and as a officer I know that I am suppose to report all situations, but I am affraid of loosing my job. That is maybe one of the reasons to many people resign, because you will lose your job if you are not in a click or kiss someone ass. I have been at the west for a couple of years now and it is time for me to start looking for another job. Thw west is getting really messy. I hope things will change for the good, but right now the west needs to be closed for reconstruction with the staff and administartion. Changing peoples shift is not going to resolve things, that is just going to make them upset, but Needs does not care, but he will if someone let something bad happen because they are pissed off and know that Needs will get held responsible because he is head of the facility. Prince, Woods, and Perez quit, who's next. Kaylor can't help you filter the place out because he is just as bad as the staff. Why do you think he got suspended, he fucks up too, but he likes to talk about other people and how they make mistakes or just failed to follow policy.
