We see the impressive titles and pay-scales but the specific job functions are questionable. 09/24/06 Palm Beach JDC: ...in spite of DJJ's use of state funds in a desperate effort to block disclosure of a Palm Beach investigative report(Palm Beachgate),the damning report was finally made public. To no one's surprise the report indicated what DJJ already knew; that services at the Palm Beach JDC were seriously lacking and that state laws have been breached by the Department(See News Clips this Web Page). 09/24/06 Other DJJ facility: At times the behavior of staff at some sites reminds me of the female dogs(bitchs) on the street backing up to one mangy street dog after another. Most of these females already got pups(children) at home. Wish we was talking about canines but I'm talking about employees at DJJ facilities both contracted and JDCs. Facilities often have 10 vacancies with 9 applicants who don't have criminal records... 09/22/06 DJJ Policy: At the risk of sounding insensitive and non-PC I think part of the problem at many DJJ sites is the high number of lowly educated,poorly trained and ,frankly,not very bright staff. People of low moral character that produce children like puppies from liasions with different partners outside of marriage, collect every government hand-out available but have money for nail jobs, hair-dos, cell phones,bling. These people often act and speak crudely. Add to this mix leadership that is weak ,politically motivated and often corrupt and you see the results at many DJJ sites. Sexual activity between the DJJ staff both ,on and off ,the job is very frequent. Most unmarried DJJ staffers have multiple kids with multiple partners (some conceived on the job). 09/20/06 Orange JDC: ORJDC's air conditioner has not been working on W-1 for at least 2 months now. When you have 30 or more youths and no air the smell is strong and the tension gets high. The same for E-1 and E-2. Today we had over 40 youths on each mod with no air. But worse are the molds,rats,roaches,ants,and terrible smell. Officer Colon worked for us and became very ill after working on the East side. Supt. Williams and Eason got rid of her stating that she was not performing well... Many staff are calling in due to headaches,stomach aches and when we complain then Supt. Williams will get rid of the staff. It seems like people who do not work with these crimnals we call kids can easily sit back and talk about the negative things all day. 09/19/06 Other: Suicide prevention is 5% mental health assessment and 95% supervision.You don't need mental health professionals constantly supervising. They can assess and give you a level of supervision. Detention staff can take it from there. No excusses. If it says constant supervision, provide it. If the youth attempts to harm himself, get assistance and get in the room and stop him. When the crisis passes, be a good listener and refer youth back to M/H for further assessment. Also, keep the youth busy with the rest of the population whenever possible. All youth in the general population are under constant supervision. ~Anonymous

I have worked with residential delingquent youth in DJJ and DCF facilities for years.The callous treatment,name calling ( SHITA$$s,TWITs, ButtWip$$), and the placement of kids in humiliating and uncomfortable conditions when they are in a state of crisis is not apporpriate procedure. Paper gowns may or may not be appropriate in some limited circumstsances but not in the manner or with the negative attitudes displayed by some of the staff at Orange JDC. The contraband drugs coming into the sites are being brought in by staff. The screenings would drive off some of the marginal staff and provide for better security. The sexual relationships,sexual harrassment, sexual talk and just plain vulgar behavior at DJJ sites is very common and very disgusting. This is not unknown to the administration. Night staff have areas away from the camera for funny business. Some of the staff both male and female brag about gettin down at work. A youth on suicide watch (in most cases) should be visually monitored or transferred to a mental health facility. She did not had any hand cuffs or shackles on. She took off and law enforcement later found her with regular clothes on at some apartments by where she lives... A person that micromanages everything and has five assistants is going to say he did not know it was not there... They have Theresa Micheals in charge of the investigation and yesterday I saw Motley. If they walk away with no accountability, then it just shows you that these employees only clear the people that they want to clear. I was not an officer and had nothing to do with that. One youth has already died due to incompetence and neglect at that facility. The administration and staff should be checked out for drug use and job performance. 09/09/06 DJJ Policy: Frequent random drug testing of the staff at the DJJ sites would result in a huge scandal but safer and healthier facilities. The common problems at the contracted sites with contraband weed and tobacco is directly attributable to the drug use of the staff. The age and caliber of personal at these sites lends itsef to the likelihood of abuse. Some of the JDCs are nearly as bad. Random drug screenings will result in an overall improved staff and fewer problems. 09/07/06 Governor Candidates: ...New York Times 1/21/95 Stated that reportedly Anthony Schembri "Drove to Rye NY to get a hair cut on government time", "Gave a paid speech in Atlantic City New Jersey on government time", Charged city for overtime and tolls for his driver for personal errands"... On 5/15/2004 when the NY Times announced Shembri's appointment by Jeb Bush to the position of Florida's Secretary of DJJ the article noted that Shembri "resigned from NY job in 1995 during and on-going inquiry". The Times also reported that the NYC investigation subsequeantly found that Schembri had violated NY law. Apparently he left the Big Apple in front of a scandal. 09/07/06 Other: Escape in Jacksonville? I missed that one. DJJ does a pretty good job of keeping these events under wraps. There have been so many escapes now it is difficult to keep track of them. 08/11/06 DJJ-Policy: In spite of last years "Lobbyist reform Law" it appears that the paid reps of the private contractors that proliferate around the DJJ facilities continue to hold great influence with DJJ management. DJJ administrators are quite cozy with these hucksters and the interchange appears to be profitable for the privateers. The frequent casual interactions and friendly first name relationships (Good Old Charley,Terry,etc)may be partially responsible for the lack of effective management of these poor-performing companies. Sure looks like somebody is gettin paid. Whose watching the store?!?? ~Insider

When DJJ fesses up to the corruption and cover-ups that exist and have existed in the Department we will believe that the new "Office of Accountability" is a genuine effort to improve the situation. 08/11/06 DJJ-Policy: Will the Office of Accountability review past DJJ cover-ups (Danny's death,facility rapes, multiple contamination events)? There are current DJJ administrators that are guilty of concealing fraud and abuse. Will they be investigated for past infractions? Will the OA be reviewing financial pratices of the Department? Will the OA investigate the work load (or lack of it) amoung the bloated Tallahassee DJJ Staff? Who will monitor the OA for accountability? The "Knishe"? Come on now ! 08/10/06 DJJ-Policy: There have been escapes(even an unnoticed escape),bloody riots, repeated contamination incidents, and an "unexplained death" at DJJ facilities managed by Securicor G4S. 08/10/06 Other: I would like to report the Secretary to the "New Accountability Office" for an ivestigation of improper use of public monies. He apparently has been guilty of fiscal irresponsibility. Allowing kids to live in squalar and eat spoiled food while he bought expensive toys and completed an expensive make-over of his office. 08/10/06 Other: DJJ has never acknowleged the Departments failure to maintain clean and healthy facilities, adequately monitor poor performing contrators, maintain accurate financial and other records, or protect youth from assualts,rapes and death. Now a new DJJ "Office is supposed to improve conditions in the facilities. What conditions ? They have never admitted how terribly screwed-up the Department is and has been. 08/10/06 Other: The Department has always claimed to be "accountable". The IG and the QA sections have always claimed to monitor the facilities and investigate problems. Now we are being sold the idea that a "new Office of Accountability" will be able to correct serious problems and improve conditions in the facilities.The new "Office" will operate under the same DJJ structure that has been known for corruption and cover-ups.
