These are e-mail messages received by justice4kids.org about Florida's juvenile justice system (JJS) in general and the Department of Juvenile Justice (DJJ) in particular.  Messages are about staff, youth and conditions within the system. • 12/31/06 Charlie Crist: ...DJJ was dirty before the "Knishe" arrived. During his tenure with the Department he was basically a clownish,pompous joke. Jeb learned early on that Schembri needed a handler (Caballero).While he was a flop as a leader at DJJ; the corruption and abuse within the Deapartment can not be blamed on the "Knishe". Some see Chervanik as an enabler of poor performing contractors, cover-ups and fraud. Pifer has allowed the JDCs to deteriorate to deplorable levels of professional standards. Poor leadership has resulted in injury and death. An indepth review of DJJ at all levels is necesssary... ~Tax Payer

• 12/31/06 Other: Now get rid of Chervanik, Floyd, they bear management responsiblity for the youth deaths at Bay County Boot Camp and Cypress Creek. They also bear managmenent responsibility for the abuse at Greenville Hills. They have failed to protect the youth in the custody of DJJ. Chervanik and Floyd must be terminated for their failure. ~Anonymous

• 12/31/06 Charlie Crist: Governor Christ, Please do not allow the lobbyists that represent the major DJJ contractors to influence your decision of a new Secretary. The Department has been a mechanism of political and profit-making colusion for too long. Bring in honest professionals. ~Anonymous

• 12/31/06 Orange JDC: The recent postings from the person at Orange totally missed the point about why this site is such a joke. Perhaps this person dosen't mind working with adulterous, fornicating, immoral trash but some of us do believe character counts for something. We are charged to oversee and protect youth not screw around like street bi**hs and b-tt-sniffing mutts. The main problems are is the lack of decent leadership, lies and false reporting and favoritism and laziness not the whoreing but it all seems to go together. Maybe things will change if a new Secretary fires Pifer, Chinault and Williams. Happy New Year! ~Looking for Change at ORJJDC

• 12/31/06 Other: Here is a copy of Schembri's lame resignation letter: The man that was boasting that "HE IS HERE TO STAY" is now seeing the door kick him out "...This is to advise you that I have resigned from this Department effective January 2, 2007. I would like to take this time to thank all of you for the great work you have done over the past 2 1/2 years under my command. The changes have been exciting and we have accomplished much in reducing juvenile crime. The reorganization of this department has made it more effective and efficient and we should all be proud of our hard work..." ~Anonymous

• 12/31/06 Other: TO 12-28 POSTING SIGNED I LOVE WORKING HERE - I hope that we find out who you are. If you love Schembri and what he has done, then it is clear that you are as corrupt. • 12/30/06 DJJ Policy: DJJ, during the Bush years, has been dominated by lobbyist influnce , corporate interests and political favoritism. The lack of professionalism and integrity in leadership positions at both the state and regional level has resulted in an inefficient and dishonest organization. Fraud,abuse,mold/maggot contamination and ultimetly death has been the result of incompetent and corrupt leadership. Nothing short of a major turn-over of tainted Department officials will correct the current corruption at DJJ. ~Tax Payer

• 12/30/06 Leon JDC: ...staff, you do not have to be afraid any more. The Secretary of DJJ is now leaving. Your freedom of speech has been restored. Speak out... Tell the truth... The threats, setup, conspiracy of events that cause employees their jobs. Improper training... How would anyone know? If you want changes, tell it.This Message Bulletin board is a great tool to make or get your viewpoint across... • 12/30/06 Charlie Crist: We would do well to hold off on too much optimism based solely on the departure of Schembri. Remember Chervanik,Pifer,Lorenzo and all the other self-serving bureaucrats that remain (for now). I will await the appointment of the new Secretary before I allow myself to celebrate a new hope for DJJ. Governor Christ has yet to demonstrate his strategy for DJJ. He will,no doubt, be get much "advice" from the lobbyists that represent the DJJ contracted providers and other insiders. An appointment of Gus Barreiros will indicate a "new day for DJJ" and a new style in the Governor's office. Then we can feel a bit of optomism. ~Parent too

• 12/30/06 Charlie Crist: DJJ is a department built on lie upon lie. Smoke and mirrors,softball QA evaluations,In-house IG investigations,cooked books, sloppy fiscal management, canned research data are all standard operating procedures. If Governor Christ and the new Secretary are serious about reform at DJJ they will have to dig to find the hidden truths. Those that have perpetuated the lies and concealment must go. ~Tax Payer

• 12/30/06 Other: Schembri should have to answer for his lies and crimes. I hope the media will watch his future actions for envolvement with state government and the corporate interests he has helped to enrich at state expense. He leaves this job like he left his last as a crook. This time there is blood on his hands. ~Parent

• 12/30/06 Charlie Crist: The message about how "Training, Morale and Pride in the whole Deparment" had "improved" during the period the Department was led by the con-man Schembri was an obvious plant from the DJJ establishment. I noted that the message was written prior to Schmbri's resignation announcement... Gov. Christ may appoint an honest, competent, and caring Secretary. Then perhaps truth will emerge from the years of deception( the Bankhead and Schembri years). The "key Staff"" at DJJ have reason to be nervous. Gov. Christ, we look to you. • 12/30/06 Orange JDC: Why is it that ms. cant seem to mind her own business... I think that no good deed goes un recognized.have patience because it is it's own reward. I honestly think that this certain person is looking for love and acceptance from her co-workers . Please stop posting these nasty comments about the very people with whom you work with or for... its just a matter of time before you fully understand the importance of the old folk sayin "what goes around comes around" be safe and stay off the website posting your angry messages. ~CANT HEAR ANYMORE

• 12/30/06 Orange JDC: It is so clear that most of you have nothing better to do other than gossip... if you (and you know who you are )had a life and family you wouldnt have time to educate the rest of us on who's doing who. If these people can find love and it just so happens to be with a co- worker who cares as long as it doesn't brings confusion to the work place so what( but it is also better if they worked different departments)... Why do you continue to work there if you are not happy with the people who run the facility... for the rest of you anonymous writers; if you dont have something good to say dont say nothing at all. ~FELLOW CO-WORKER

• 12/30/06 Charlie Crist: ...St. Pete paper had an interesting special report today on the "costs" of Jeb's "out-sourcing" of state fucntions and tasks. It appears that the outcomes were mixed. There was some efficiency and savings gained but apparently at the cost of corruption, graft and scandal (DOC,DCF,DJJ)... the public should rightfully expect honest, accurate and competent oversight... Through incompetence or dishonesty (often both)the DJJ officials charged with protecting public interests have let us down. Check it out! Clean house at DJJ! Schembri was just the front man... ~Tax Payer

• 12/30/06 Other: DJJ Genius of the week recognition goes to Mr. Rodney Baynard for his demonstration of the manly art of securing a youth when he broke the arm an incarcerated Kid at Greenville Hills. Dishonorable mention recognition goes to Jeb Bush for allowing "the Knishe" to resign. He should have been fired and charged as an accessory in the death of Martin Lee and the multiple incidents of fraud, abuse and cover-ups. ~Awards Committee

• 12/30/06 Other: To "Love Working Here", You must be either one of the do-nothing lifer parasites,one of the poor-performing profit seekers or Schembi's mom. Check his record; he was a dirty crook back in NY before Jeb hired him. He was a pompous ass as Secretary. He is at least partially responsible for the corruption, contamination, abuse, cover-ups and death that permeates DJJ. Hopefully Chervanik, Pifer, Lorenzo and others will follow shortly! The decent people at DJJ know the truth. Guess you know what category that puts you in. ~Looking for a Better Day at DJJ

• 12/29/06 Charlie Crist: Now that Schembri's resigned, Mr. Governor, take a look at the corruption and bribery he covered up and find somebody who will clean house. Just follow the contracting and ask yourself why contractors who perform poorly keep getting contracts. Ever consider having past performance reviews count in rating their proposals? • 12/29/06 DJJ Policy: I know exactly how the IG's office handles investigations, as they did one when Christopher's arm was broken. They neglected to do a thorough background check on the DJJ Staff member Rodney Baynard. I had to do one myself, and found that he already had a record of aggravated battery, and attaching a license plate to the wrong vehicle. That goes to show that they do not do their jobs, and that things are always covered up, until someone speaks up about it. • 12/28/06 Charlie Crist: Secretary Schembri continues to be an Outstanding Leader for our agency! The Department has made great strides during his tenure in Training, Moral, and Pride in the entire agency! Our department had to improve drastically in the pride and professionalism of our employees. Our agency has been heading in the right direction and under Secretary Schembri's leadership we will continue to improve in these and many other areas! Some people just don't understand what these young people need and what our officers need to run a facility... ~I Love Working Here

• 12/27/06 Other DJJ facility: Logs,records, inventories, rosters at all or most of the contracted facilities and a lot of the state operated facilities are "doctured up",edited, and modified to conceal mistakes, infractions or violations. The DJJ monitors and corporate officials are often aware of the cover-up. Staff know that certain info is not included on incident reports. This is a common,pervasive occurrance. Those who deny it are liars. Investigate (anonymous interviews with staff/youth) any contracted site. You'll see I'm right. ~Floor Staff

• 12/27/06 DJJ Policy: To "Good Grief", I had to check it out to believe it. You were right. DJJ is using money from a federal grant to purchase "artificial intelligence" from a university up North. I agree with you; if DJJ had fewer bullsh-t artists and more competent and dedicated professionals they wouldn't need to buy "artificial intelligence".The current "key staff" could definetly use a double douse of store-bought "intelligence". They better send a truck load to Miami-Dade and Orange JDC. ~Believe it or Not

• 12/27/06 DJJ Policy: You can believe that most of the workers at DJJ are anxious for change. We are tired of the lazy,self-serving leadership and all the politics. Don't believe anything from the state office or the regional offices (mostly lies). The whole department is set up for the benefit of a few politicians, DJJ administration and their friends. ~Seen it All

• 12/27/06 Gus Barreiro: This is to the "Clueless and Anonymous writers" You are so quick to judge the parents for their faults without knowing what may have occurred or why they felt that being in our department could teach their children to never return... Look at your behavior and the way you write on this board! You were selected and took an oath to represent the department not to misrepresent what this department stands for. If you hate these youths, the parents and the leaders and your co-workers, then look for another job. Oh that's right, you can't get another job because you lack the ethics that goes with your position... ~Watching your every move

• 12/26/06 Other: Good Grief... Schembri has been bragging about the federal grant that the DJJ staff has recently acquired. I guess that's good news if the any of the funds make it through the burearcracy in a manner that may be productive to the public or the youth (hopefully no more expensive toys for the Knishe,or legal fees to prevent public disclosure of DJJ corruption). The "best" part of the story is the plan to purchase "artificial intelligence" in order to match up DJJ "interventions" with the needs of "youth". If they would stop hiring rejects,felons and do-nothings,there would be no need for artificial intelligence... ~Anonymous

• 12/26/06 DJJ Policy: Questions: DJJ/QA evaluators admittedly make extensive use of "file reviews" and record checks in order to ascertain if proper actions are taking place according to law and policy. If the records and documents have been routinely falsified and "doctored up" ;how can an accurate evaluation be generated? The abuse,injuries,contamination and deaths that have occurred in DJJ facilities state-wide have often occurred in sites with "good" QA scores. The practice of lying on compliance documents is wide-spread. The primary role of QA and of IG is to provide cover for an incompetent and dishonest DJJ organization. ~Tax Payer

• 12/25/06 DJJ Policy: To the DJJ Wonk that recently asked us "clueless parents" "why do you think that you know what's best for DJJ?",... Well Wonkster, Do the names of Omar ,Danny, Shawn, or Martin strike a familiar note? What about Steve Meredith? Do you remember the mold contamination at Polk City? The abuse at Greenville Hills? The maggots at Thompson? The escapes everywhere? The thefts at the JDCs? Do you remember the lies and cover-ups at Palm Beach? Miami-Dade? Cypress Creek? What about the over-staffed,over-paid and under-worked DJJ administration? Come on now Wonk...you get a clue! Happy New Year. ~Get a Clue

• 12/25/06 Gus Barreiro: I was unsure if Gus Barreiro was the best man for the position of Secretary at DJJ until I observed how much the current DJJ corrupt officials seem to fear him. The recent posting from the DJJ employee that (again} slurred the "clueless" parents that"can't run their own families" is indicative of the attitude that has resulted in corruption,abuse and death at DJJ... It would be wonderful if state-paid youth workers were empathetic,concerned and dedicated to the welfare of the public... Count this parent for Barreiro. ~Not Clueless Parent

• 12/24/06 Orange JDC: ...Everyone at Osceola know that John palys his cards and tries to show off as his staff is the only staff following all the paperwork procedures - and still spending minimum time with the youth at risk. We see them spinding less than sometimes 3 minutes doing the interview... They use cheap labor: INTERNS... that is why they can bid low... their services are poor because of the level of interns, look at Rena that is now at Orange: she doesn't want to deal with kids when there is blood and other "body fluids" aroundn... she is affraid of the kids... the other interns that John brings here are the same.... ~Osceola staff

• 12/23/06 DJJ Policy: So long as watch logs,incident reports... etc. are falsified , modified or edited to conceal infractions,no kid will be safe in a DJJ facility. Recent reports to this board referenced false reporting at Orange JDC and Riverside. In the past such reports have come from Miami-Dade,Cypress Creek,Bay County Boot Camp,Polk City,Palm Beach and more. Falsification of DJJ compliance/security documents should result in severe disciplinary action... Proper oversight and documentation may well prevent the continuation DJJ deaths and cover-ups borne of negligence and deceit. ~Tax Payer

• 12/23/06 Charlie Crist: To Governor Christ, There can be no question that the deaths of Omar,Martin,Shawn and Danny( probably the Mystery/Securicor death at Cypress Creek) were at the very least partially caused by the failure of DJJ officials to provide a safe,orderly,properly managed environment. Why have those (DJJ "key staff") that had responsibity for these areas been allowed to escape consequences for the unnecessary tradgedies? The cover-ups and concealment of blame were as despicable and the crimes themselves. Gulity parties still collect fat state checks and fail to provide oversight. ~Enough is Enough

• 12/23/06 Escambia JDC: Thanks to the "Anonymous Truth Warrior" from Escambia for reporting additional violations of JDC policy at your site. Let's see if Pifer takes action this time. Don't hold your breath. Remain vigilant and speak out for truth and justice. ~Sic Semper Vigilantis

• 12/22/06 Other DJJ facility: The failure of Chervanik,Floyd and other DJJ adminisitrators to take proper and timely action prior to the death of Martin Lee Anderson would appear to be culpable negligence. Had they acted upon the earlier complaints and reports from Bay County Boot Camp perhaps the tragedy could have been prevented. The same lack of action likely preciptated the abuse and injuries at Greenville Hills. Chervanik should be on trial. ~If not Justice at Least Truth

• 12/22/06 Gus Barreiro: Any new Secretary(including Gus Barreiro) that dosen't immediately dump the current DJJ state-level insiders will be doomed to failure. No Department with the likes of Chervanik,Pifer,Lorenzo and Casey in top positions can be anything but a scam or a joke. Many in Florida are tired of these parasites feeding off the state while DJJ remains corrupt. ~Voter

• 12/22/06 Gus Barreiro: Charles Chwevanik has a remarkable "Houdini-like" ability to escape blame and responsibility for the multiple incidents in his area of responsibility (Residential) of abuse,mold contamination, and even brutal violent death of a youth in custody. Chervanik has been able to continue to hold a prominent, highly paid position in spite of repeated scancals. Now that is definetely DJJ genius. Chervanik has also earned the affection of poor performing DJJ contracted providers. The profiteers have come to depend on the support of "Good Time Charley" whenever there is a question of poor conditions or contract violations. ~Anonymous

• 12/21/06 Other: For those of us blessed to be able to hold our children close during the festive and spiritual CHRIST-mas season it is appropriate that we be thankful for the miracle of their lives. It is appropriate ,also, for us to remember the young ones that died in brutality and agony while is the custody of OUR state. I will be thinking of Omar and Danny and Shawn and Martin this holiday season and of the families that can not hold them close this Christmas. Regardless of court actions or offenses, these kids were loved and valued and they will be terrlibly missed by their families during the holiday season. Peace to the Families ~A Father

• 12/21/06 Charlie Crist: ...Just because DJJ was somehow spared the public exposure that DOC, DCF the Hillsborough Authority and other state entities encountered should not incicate that the MANY hidden incidents of fraud,theft,abuse, contamination and corruption... As a new Governor you would be wise to separate your administration from all of the top officials at DJJ while it can be cleanly accomplished without fanfare. Any aggressive journalist could find conections that would open up embarrassing and possibly criminal conduct of DJJ administration. Charlie, cut these corrupt bureaucrats loose... ~Tax Payer

• 12/21/06 Other: Pifer, Take up the challenge. Go to Miami-Dade and personally take charge until the situation there is cleaned-up. Nail the thieves the stole the money put a stop to the ghetto hustlin,jive rappin,unprofessional bu-lsh-t. If you can't bring an aire of decency to even one JDC site, how can you claim to be the man in charge of Detention Services? To maintain any respect you must either take up the challenge or resign. Conditions in many of the JDCs are disgraceful... Miami-Dade may well be the worst... ~Anonymous

• 12/21/06 DJJ Policy: Since Eleese Davis was so "successful" in bringing Miami-Dade to the current sandard of "quaility",perhaps she should accompany Pifer in his "challenge" to resolve the unresolved issue of crimes against youth in custody at Miami-Dade (thefts,etc). Ms. Davis' first-hand experience might be an asset to Pifer if he accepts the challenge to personally confront the problems at Dade. After reading some of the incredibly vicious and ignorant postings from Dade they may well be afraid to enter that pit. It's easier to let Lorenzo spin the issue and hope it goes away. ~Anonymous

• 12/21/06 Escambia JDC: The leadership at Escambia is 0 to none,the ASO,Lee has different policies and prodecures for certain staffs.on the 11/26/06,there was an emergency situation,and she was telephone and she never called,no contac for her the entire day.on 8/11/06,8/20/06, on the midnight shift,no female staff,male staff worked in the female mod,why didn't she come and work the female mod,i think taht is what she suppose to do.she gave a supervisor permission to release a male youth,the youth was not supposed to be released,i would call this a neglect release,aren't there suppose to consequences and actions for her as well as other staff.forward this to Mr. Pifer. ~Anonymous

• 12/21/06 Charlie Crist: Ever wonder why Camelot Community Care and Intervention Services have become new DJJ darlings in spite of abysmal performance records? Check out Providence Service Corporation that offers "management" services to both in Florida. Follow the money and you'll learn more about the good old boy system being alive and well in DJJ. ~Anonymous

• 12/21/06 Miami-Dade JDC: Surly no seriously expects Pifer to address the theft at Dade or any of the problems at Orange. He will keep himself removed from any controversy so that he can shift blame when scandals are exposed. Fact is, people on his staff and under his administration stole money from the youth for years and he did nothing. Fact is, he is aware of the immoral,unprofessional activities that occur in the JDCs and chooses not to address the problem. "Pifer the Cypher" is an accurate title for this high-paid non-performer. He will never accept your challenge to address the problems at Dade in person ,head-on. Hehasn't got the guts. They should send Meredith to do the job. ~Anonymous

• 12/21/06 Other: Diana, Perhaps the deaths of the boys was ,indeed, the result of poor management, poor training, incompetent and ignorant staff,... and general lack of concern by all for the youth. The Cover-ups that followed the deaths, however, were purposeful,planned conspiracies designed to hide blame and conceal the truth. The deceitful attempts by DJJ authorities to protect high ranking personnel and politicians and to avoid truthful disclosure appear to be both criminal and malicious in intent. We will not likely see justice for the boys in this life (it will come on judgement day)... ~Tax Payer

• 12/21/06 Charlie Crist: Governor, At the very least Schembri and Chervanik should be removed from their present highly-paid, extremely responsible positions. Their lack of action allowed dangerous conditions to exist in DJJ residential facilities including the Bay County Boot Camp. As responsible authorities they should have acted when the reports and complaints of problems were available prior to the death of Anderson. They have also allowed poor security conditions and environmental contamination to put youth and staff at risk at other facilities state-wide. If not guilty of criminal neglect these two are at least guilty of failure to meet their responsibility to ptotect the welfare of youth in their charge. ~Had Enough

• 12/20/06 Hillsborough West JDC: I think the screening of employees won't change anything. It's not about hiding anything. Mr.Needs is a very unfriendly person. Y'all say he is not a racist. I can't see it. The man uses people for what he wants... I don't know what Mr. ragget was thinking about because he really pulled the wool over eyes. That man has no clue... people are late eveyday and nothing is said. show up when they get ready. Telephones and food will still hit the floor. it starts with the head... the biggest violators are some of the folks he bought with him... And clark he needs to find a clue. or buy a vowel!! that dude is winging it. ~hrjdc-west

• 12/20/06 Riverside Academy: To Dave Galloway (formerly employed at Riverside), It sounds like you got the same treatment Steve Meredith received and for the same reason (refusing to lie). The continued reports of false reports,logs and audits from many DJJ sites is very troubling. You are to be commended for your report. It took courage for you to share the incident. Hopefully the loss of your job will not ruin your familie's Christmas celebration. You can be assurred the season will be festive at the mansions of Richy Rich and Jaccuzi Jim (the Sunshine Boys still in charge and livin large)....FOR NOW. • 12/20/06 Orange JDC: Questions to Pifer...Will the report of the falsifying of documents at Orange be investigated this time? If it is found that logs or reports have been falsified , will someone be fired this time? Will this incident simply be another cover-up? I think you know that "cooked" reports and ledgers and logs are the modus operandi in your JDCs. ~Parent

• 12/20/06 Other: ...The reason why you will never get an answer from Eleese Davis regarding anything to do with Miami Dade is because she was the person who spearheaded the rest of the calvary to "Straighten Out and bring it to QA Compliance." DO YOU REALLY BELIEVE AFTER ALL THE SMOKE THAT SHE BLEW SHE IS GOING TO IMPLICATE HERSELF? She is only riding the wave and hoping that the new administration doesn't see through her so she can retire... Ity amazes me how rules, policies, and regulations applies to whomever they want but yet it does not apply to the gold ole boy gang-INCREDIBLE... ~Watching your every move

• 12/20/06 Orange JDC: Can someone please look into CHineult and Disney's...deceitful way in which they got rid of Lakeside to bring in their "preferred child" John and Park Place in. I know for a FACT that Park Place did NOT underbid Lakeside and that it was in the works to get them out... We now have mediocre mental health services whereas before we had excellence and compassionate care... I think xomeone needs to open up the books and inquire about this. ~Anonymous

If they do anything wrong they will not admit it and will do whatever it takes to cover it up. • 12/19/06 Riverside Academy: My name is David W. Galloway. I was working for Sunshine Youth Services Riverside Academy... I was the dietary manager there. Last week tuesday 12-12-2006 was my 60 day review... I was told that I was doing a very good job and they had nothing for me to sign. The next day they talked about an inspection by DJJ set up for the 20th of december. I was not properly taught how to fill out their paperwork but I was taught not to make up information... They then looked at the paperwork and wanted me to make up all the figures, knife count, etc and I said that was against policy and they fired me for not cooperating... IEPs in the DJJ school programs are a joke. Kids do not receive the special education services they should. FCAT preparation and testing is sporatic or non-existent, school classes are often cancelled due to short-staffing,scheduling problems or fighting. Most facilities falsify school schedule reports to indicate more minutes of school than is truly provided consistently, JJEEP QAs are mostly scripted shams. Jeb Bush ordered them to account for all children in state custody. They only reported 155 out of the 1000 missing children to law enforcement. You are supposed to be a paid professional. Your job is to monitor, supervise and protect troubled and delingquent youth. Professionalism, dedication, and yes, kindness from you is important. • 12/04/06 DJJ Policy: Here is a big problem ! If such persons as , Shimbrie or others in Tallahasee took responsiblity , FOR THE DEATHS OF , Martin , Daniel ,Shawn , Anthony , Willie , Omar... If a indavigaul is found to have intentionaly cause harm to another then the State is no longer responsible. There is no way they coild have continued to cover the truth about Martin . So now they must show the actions were on the part of the persons not , the train /or lack of on the staff. In short leaving the State exempt for liability for there own failures.
