These are e-mail messages received by justice4kids.org about Florida's juvenile justice system (JJS) in general and the Department of Juvenile Justice (DJJ) in particular.  Messages are about staff, youth and conditions within the system. The only way conditions will ever change is when people speak out.  If you have knowledge of abuse or neglect of children, discrimination or unfair treatment then tell us. 03/31/08 Gus Barreiro: J4K - How do you keep that quote from Gus Barriero from 9/14/06? He is now one of them! He is now one of the problem, don't you see? He has no power if he is not at the top. He is just sucking off the State like the rest. You may not belive me now, but I worked there for many years to know when those ex-legislators come on the payroll there is not a lot to expect. They need their retirement bucket continued to fill and collect a check... ~Glad to be gone

bullet

03/28/08 Escambia JDC: Secretary Peterman; how is it feasible for staff to work double shift,2 and 3 times per week and still operate like they should, this is putting the youths at risk,Superintendent Napier and Assist. Supt.J. Lee knows all about this, and they do not care as long as somebody come to work and they don't have to work, not getting proper rest,2 to 3 hours of sleep and back at work again is a security risk. Please send this message to Secretary Peterman… ~Anonymous [Note from J4K: Message sent to Peterman.]

03/27/08 Other: To all nurses who work in djj facilities: I have worked in a facility for several lyears that is shutting down. Yu nurses need to realize that you have been dumped with another load of responsibility by having the officers who give meds etc in your absence as "unlicensed assistive personnel." Check it out in the florida administrative code. You will see how much responsibility to you have individually to look at each officers skills, education, competence... ~A Nurse Who Survived DJJ

bullet

03/27/08 Gus Barreiro: What is Gus Barreiro's new job anyway? It is at HQ? Is he positioned to really make a difference, or just able to get a check? -Curious

bullet

03/27/08 Okaloosa JDC: I want to know does the state have some kind of "CID"? For instance does the state have an undercover employee that would work in a facility for a certain amount of time in order to observe how corrupt or mismanaged the facility really is. When enough information is gathered it is sent back to headquarters... ~ninja

bullet

03/26/08 Volusia JDC: There is a male officer on 3-11 that shoved a youth (P/O) in a room and beat him up and was placed on NCC it seems he is still there and has a job, but is out on military leave, this is ridiculous!! Thats the favortism from ADMINISTRATION! You have a female officer that was fired after the DCF investigation came out non-founded, and an officer that quit because she stated that she lied in that investigation... ~Anonymous

bullet

03/26/08 Volusia JDC: This facility is a BIG JOKE!!! As in previous comments the term "in" the click even goes in as far as Administration. You have to be in the "click" to basically be saved from unfair treatment. You have supervisors such as Parris and Skinner that can take all the time off they want and nothing is done, and you have ligit people calling in and if there not "in" you better expect a write up. The overtime is ridiculous, you get written up for too much overtime... ~Anonymous

03/26/08 Arthur G Dozier School for Boys: the boys in Aurthur g dozier. school for boys in marrianna fl ...are on lock down..due to the fact there was a "life knife" missing from one of the cottages. and it seems the look of the month there are black eyes...my son wearing one himself ~Anonymous

03/26/08 Thompson Academy: Per the Miami Herald the superintendent of Thompson Academy Duane Evans was arrested in Feb for DUI. Great person to be an example - 2008-03-02, Page 1BR, The Miami Herald: Duane L. Evans, administrator of the Thompson Academy, was charged by the Broward Sheriff's Office Feb. 7 with driving under the influence of alcohol, reckless driving, speeding, and fleeing the scene of an accident. He was released on bail. ~Anonymous

03/25/08 Orange JDC: Nice to have a politician as our Director they are the ones responsible for the problems we have now. You put in a guy who only has exp. with childern in Church groups we have already found some of the changes from the Policy makers and everyone of them are exactly what we figured they have no clue as to what goes on. they are going to force these youth to go to school, read, be accountable. these people have no clue as said we are told... ~LATER

bullet

03/25/08 Orange JDC: they give us threats every day the NO SHOW ADS"S Nichols only shows up for free food or to aid in firing someone gets out of his mercedes bops in signs books leaves nice job, Buler comes rags us on our shift hides in office great help he is. they can't keep people to work so they go about firing people, Management is hopeless they preach and preach and do nothing for you Blue dots going out of control they don't care if you call in sick... ~MORE TO COME

03/25/08 AFSCME: If you are not relieved for break meal or 15 minute break make sure you track it, because they (DJJ) has to pay you overtime for it. If you are on call and expected to respond to emergency while on break they have to pay you for your break. If they are not doing this then contact the United States department of Labor. ~Larry Johnson Johnson@afscmefl.org  800-277-1467

03/25/08 AFSCME: Thanks to all that have contacted my office my hat goes out to you. 03/24/08 Volusia JDC: Hi VRJDC JDO's that are still around! I heard about the postings and decided to come on here and read it. I see the same 'ol stuff is going on. Parris will make anyone quit. That's why I'm not there and haven't been for a while. I stopped having head aches, night sweats, and all the other things that were bothering me. I feel much better!! Akins is ok, but when she gets with Parris she changes. You can't hold it against her though she is most likely feeling like all of us that post on here. ~Anonymous

bullet

03/24/08 Gus Barreiro: So DJJ MADE A JOB for Gus Barrero and he's going to make $72,000 a year. And according to the Miami Herald he's going to travel around the state looking at residential programs and making recommendations for change. Isn't there a travel ban at DJJ and how is he supposed to make recommendations when he has no idea what is supposed to happen in a residential program. Ask AMI how good he was at what he did in their program. That was a REAL job. Didn't last... ~Anonymous

bullet

03/24/08 Other: Dishonorable Behavior (#s 10,11)-- 10)Lazy,incompetent,non-productive,high-level DJJ officials that have drawn big salaries for years then collected DROP money for five years in addition to an inflated salary and have now been permitted to extend DROP for additional years of huge state pay at the expense of at-risk kids and public saftey. These worthless parasites have sopped up millions in tax-payer dollars. 11) Politicians that accept contributions from big-time DJJ for-profit contractors. ~And More

bullet

03/23/08 Other: I was one of those employees who was involved in the overtime drama. It was NOT because the district made us flex out overtime. It was because we were working hours that was not on our timesheet. The US Dept of Labor does not get in to flexing of work hours. ~Anonymous

bullet

03/23/08 Other: I feel very sorry for the front-line staff in detention--they deserve more respect and their issues need to be addressed. You cannot focus or performa normal working tasks if you are exhausted and have to be back to work after maybe 4 hours of sleep. If it is any comfort to the detention employees, they need to know that the culture and atmosphere at the DJJ headquarters is no better. Of course the youth are not present, but the headquarters has a very suppresive and oppressive atmosphere. People are afraid to speak--if they do, they will be fired... ~Anonymous

bullet

03/23/08 Other: To Secretary Peterman: This is just the first of a heads-up for you. First, the agency has never been this disorganized (following the ineptitude of the prior management). The youth have never been more at risk of safety issues and health issues. Your Assistant for Residential Services is a power-monger--he wants to run the department (and essentially did under one administration). He brought back Richard Kline who is post DROP. And he has his faithful regional directors, etc. This makes for a very powerful coalition. Uberman literally had to leave town... ~Anonymous

bullet

03/23/08 Other: Regarding the DJJ "doctor that was applauded by "Frank" in a recent posting, let's just hope that "Frank" is not the departments new Secretary. The posting had several characteristics that make me to believe she even wrote her own honorable mention. Turner is anything but honorable. She is impervious and has demonstrated an inability to produce, despite a bureau that is fast becoming one of the largest in the department... ~Anonymous

bullet

03/23/08 Other: To the individual ("Frank") who posted what can best be desribed as lame support for Dr. Turner and included the fact that she had made youth in the custody of the department "a little safer." The operative word here is "little." She has been at the dept for three years. Three youth have died while she was perhaps distracted by personal matters... an extremely overly paid administrative doctor who has never praticed... ~Anonymous

bullet

03/22/08 Orange JDC: all staff lets put our best foot forward so we can work both our BLUE DOT DAYS and be flexed out because yall no the goon squad is not having that overtimeon them !with the facility being down 14 positions somebody must get paid for the overtime. So stupivisors chillout with this flexing.EVERYONE HAS BEEN DOING A GREAT JOB SO LETS KEEP MAKING MAJOR LONTON LOOK GOOD. ~CONCERNED JJDOII

bullet

03/22/08 Other: Just read the message about Dr. Turner's "honorable behavior"...I almost threw-up on my computer. "Frank" really needs to do a reality check. Two things Turner definetely is not are #1) caring physician, and #2) honorable. Two things she definetly is #1) arrogant, and #2)political. ~DJJ Staffer

bullet

03/21/08 DJJ Policy: To the "Concerned DJJ Saff Member", I am one of the angry folks you mentioned in your recent posting that has made use of J4K in an attempt to expose the dirt that occurs behind the scenes daily . I work at a DJJ facility everyday and have been associated with DJJ-type facilities for over four years. If you were really a person "concerened" about the kids you would not be defending the worst of the profit-greedy contractors... ~A Real Concerned DJJ Staff

bullet

03/21/08 Thompson Academy: What about the recent Sun-Sentinal article about Thompson Academy run by YSI? I have not seen anything on the website about this. ~Anonymous [NOTE FROM J4K: Please provide internet link to news article. bullet

03/21/08 Volusia JDC: TO JDO FROM ANOTHER SORRY FACILITY: Someone did die there about 4 years ago. So, I don't think even death will change anything. From what I've been told Peterman will send his goons in, but very little changes. If what the JDO posted about volusia is true then they need to get rid of the supervisor or supervisors that are causing so many people to quit. Its called sacrificing one to save many. I'm sure that military people know about that... ~JDO IN FLORIDA

bullet

03/21/08 Gus Barreiro: Gus, Please stay clean and do not cozy up to the big-time,heavilly lobbied contractors like CSC,YSI,Securicor/G4S,Premier/Gulfcoast,etc. These outfits have been poisonous to ethical operations of youth programs in our state. So many DJJ oficials have been corrupted by the in-town/in-house political network that the kids and the tax-payers have been screwed for years... ~DJJ Worker Bee

bullet

03/21/08 Gus Barreiro: Does Barreiro answer to Rex? Hopefully Gus will answer directly to Peterman. If he is not restricted by the historic DJJ secrecy and cover-up tactics,Gus may do some good work. We can hope. ~Dade

bullet

03/21/08 Leon JDC: isn't it ironic that in a current state budget crisis of 3 Bil, DJJ hiring freeze, and spending cutbacks, that the new boss can create a new position, and pay his ol buddy Gus $72,000 for a new office gig....painfully predictable when politicians are given retirement jobs in State Gov, which has become the employment agency for past legislators....a sad commentary to say the least.... ~Anonymous

bullet

03/20/08 Orange JDC: So finally, John Huffer got the boot fm Park Place after they decided not to try to continue with Orange and Polk DJJ contracts. It seems he made things more complicated they should be, and it wasn't profitable (??). Didn't they know that before they "bid" tow years before? Or John gave P. Place the wrong pictue??? - Dizney made sure that Inez was kicked out, and gave made sure that John got the bid... ~DJJ officer

bullet

03/20/08 DJJ Policy: I have confirmed the troubling information recently shared on J4K related to the composition of the leadership of the influential lobby group FJJA. How can our elected leaders take at face value any input from a group composed of slimey profit-greedy hustlers? If more tax-payers were aware of the character and the history of these individuals, perhaps we would see more outrage at the conditions that DJJ allows to exist... ~Sleuth

bullet

03/20/08 Other: AFSCME: Attention all JDO and SJDO I come to you as a former JDO and retired correctional sgt. Contact our office if you are being made to flex out, it is illegal. 03/19/08 Honorable Behavior: Dr. Turner, Your tireless hours are a tribute to your dedication and I hope you will stay on with the Department through Secretary Peterman's term. Please know, you are appreciated and the youth in DJJ's custody are a little bit safer with you at the helm of the Medical Director's office. ~Frank

bullet

03/19/08 Orange JDC: Remember when Williams knocked-up his secretary? Well get ready for another little, job-related, bundle of joy at good old Orange JDC. See who can guess which ho gonna be showin and growin pretty soon and guess who da daddy is. Mo later ~JDO in da Know

bullet

03/19/08 Other: Dishonorable Behaviors (#s 7,8,9)--- 7.) Use of state vehicles by DJJ officials for personal use (grocery shopping, sports events,etc.),8.)Regional officials contracting for state services with personal financial associates, friends, family, etc), 9.)Use of state funded travel and per diem for personal purposes. There are sooo many bennies to a career as a DJJ official. Those taxpayers are real suckers!!! ~Me Again

bullet

03/18/08 DJJ Policy: I'm sad to say that the Department of Juvenile Justice will not be getting better in the future! It's like we take one step forward and then two steps back! The retention of our top leaders has nothing to do with their performance, rather than who they know! Notice how all of these Lazy Dead-Beats who have been replaced due to their incompetence just seem to find their way back to these top positions??? Until we stop putting people in these positions because we know them and not because they can do the job. This agency will continue taking one step forward and two steps back!!! ~"FDLE"

bullet

03/18/08 St. Johns JDC: DJJ is really a joke. We're officers, not youth so why can't we bring a bottle of water on the floor? We can't get any time off because the center is never staffed. And we can't keep any overtime we make. When will this change? We are the front line staff, the ones that take care of the kids, yet on one wants to take care of us. I'm sick of this... ~Just another JDO

bullet

03/17/08 Orange JDC: I commend Sistah Consetta Green for steppin up. It certainly takes nerve for her to expose her poor literacy skills and stupidity to the world on the net when she knows she has a very work record . She is another great example of the caliber of staff at Orange JDC,lazy, undisciplined and with a poor attitude. ~Orange

bullet

03/17/08 Other: Ok I have sat here and watched all the negitive comments about your facilities and what goes on there. Complaints about who gets away with this or that! Let me tell you this! The kids are the most important thing here and they need you to show them the way. You spending all your energy on negitive instead of positive is not helping the situation. My Motto is "Lead By Example" and there are plenty of officers that will say I did just that... ~"Anonymous Outsider"

bullet

03/17/08 Other: There are some really angry people out there. You're angry at the Governor, DJJ, FJJA, Supervisors in programs, Gus Barrero. You're slandering people and companies. These big companies you are slamming are trying to take care of kids who would otherwise be on the street only to end up in adult prisons. Maybe your son or daughter spent time in one. Maybe you worked in one and left under less than favorable circumstances. You really need to get control of yourself... ~From A Concerned DJJ Staff Member!

bullet

03/17/08 Manatee JDC: Sec.Peterman staff at Manatee are tired of only being allowed to take one week of vacation at a time. Please help with stopping this practice at Manatee. We are the only facility that are not allowed to take two weeks. Also Gargett has a rule only one staff per shift can take off at a time this is to include supervisors. We are barely able to get vacation time. New staff come in and allowed to take time off... ~Anonymous [NOTE FROM J4K: Message forwarded to Pifer & Peterman.]

bullet

03/16/08 Manatee JDC: There are unfair working conditions at Manatee Detention. I turned in my resigantion with an exit date, but was fired due to calling in sick. I was told to just turn in my uniforms and do not worry about finishing up my duties. Gargett is also refusing to pay me. Lisa has told me that Gargett can not do this and he must have lost his mind because he is only asking for a lawsuit. I have told Gargett along with Kelly concerns of unethical behavior before coming to the decision to resign... ~Anonymous [NOTE FROM J4K: Message forwarded to Pifer & Peterman.]

bullet

03/16/08 Cypress Creek: I think the "honorable behavior" message was intended for Pete Seeger the folk singer not Pete Zeeger of the Shady Securicor/G4S profit-hungry corporate organization . There is little in the infamous international Securicor/G4S organization that could ever be described as "honorable". Pete Seeger the musician ,on the other hand, is considered by many to be an icon of American culture. The mix-up could be an honest mistake(based on similarity of the names) or it could be another Securicor self-promotional spin. ~Anonymous

bullet

03/14/08 Other: Dishonorable Behaviors (#s 4,5,6)... 4.) DJJ officials taking Consultant pay and other gratuities (drinks, meals, tickets, dates, etc.) from the contracted providers they monitor, 5.)DJJ officials in the state and regional offices that frequently falsify work rosters and fail to submit appropriate leave forms for time away from work, 6) So-called monitors that allow abusive treatment, dirty conditions and lax adherance to policy to exist in DJJ residential facilities. ~Anonymous

bullet

03/14/08 DJJ Policy: What's the deal on Rexy? Have they fired his crooked butt yet? By accepting a pay-off consultant gig from Nedlekoff ;he once again he has shown himself to be an unscrupulous,self-serving,parasite. Hopefully he and his kind will soon be flushed as new leadership takes hold at DJJ. How many other DJJ officials have accepteed side jobs, consultant fees or other potential bribes from contractors that do business with the state? I have heard rumors that the practice isn't that unusual. I am still hopeful that Governor Crist and the new secretary will flush the DJJ toilet and sanitize the Department. ~Tax Payer

bullet

03/13/08 Other DJJ facility: used to work for djj, dont anymore, thank god, free at last and it feels soooo wonderful. I do miss my fellow officers. despite how this website portrays them the floor staff of djj are good people. Others im not so sure about. mostly career politicians who give staff a bad name, and a headache. this is my last posting ever on this site due to being paroled by djj(ha-ha). ~Anonymous

bullet

03/13/08 Pasco JDC: Problems at Volusia will be corrected as soon as someone dies there. Until then Pifer and his chosen crew will simply ignore and cover-up problems as always. Only tragedy or serious media attention ever stimulates DJJ to positive action. Abuse, inappropriate relationships and infractions are not limited to Volusia and Dade. From what I hear the problems are at nearly every JDC. Has anyone contacte the Abuse Line yet? That would be a good move. ~JDO from Another Sorry Facility

bullet

03/12/08 Other: Pete Zeeger is actually an ok guy but I could never consider any G4S adminsitrator or mafia mamber to be an appropriate nominee for "honorable behavior" . Individuals are known by their chosen associations. Sadly, Pete has linked himself with unsavory and dishonest elements (Securicor/G4S) and that certainly isn't honorable behavior. ~Former Securicor-Current State Employee

bullet

03/12/08 Hillsborough West JDC: ms. allen doesnt protect darlene bab.she is just like her. two faced and coniving. thats why they both have such bad personal lives. burch is the one that protects them because hes just like them, he lies and backstabs. be careful ladies he has several sexual harrasment accusations from before and got away with them, see how similar bab is to him, remember when she accussed pitts, like someone really wants to touch her. their time will come, hang in there good people that have to deal with them!! ~Anonymous

bullet

03/12/08 Orange JDC: This is got to be a joke, you staff don't have anything to do better with your time, but be in other staff bussiness we all get the same pay, you jumping on Justice 4 Kids to air out staff bussiness is sooo 2nd grade. You need to be asking for a raise, or not taking so much money out of our bonus in Nov.,or high risk pay, can we hire more then enough staff so when staff call out you don't have to stay… ~Anonymous

bullet

03/12/08 Gus Barreiro: Alright Gus, It's time for you to "man up" and demonstrate your true concern for at-risk youth. Will you use the influence of your new office to promote reform at DJJ or will you be absorbed into the corruption and deceit that has permeated this department for so long? Both you and Peterman are question marks at this time. You both have given past indications of decency and dedication but you are both unproven... ~Insider

bullet

03/11/08 Charlie Crist: GovernorCrist/Secretary Peterman, It has been over a month since the exposure of the Nedlkoff-Uberman consultant scam. Why have we not heard from our state leaders about this obvious lapse in fiducuary responsibility on the part of top DJJ officials? Even some Texas legislators smelled the stink of Nedlekoff hiring as consultants in a Texas deal the very Florida state officials he does business with in our state. There should have been public outrage by now! How can we ever trust... ~Tax Payer

bullet

03/11/08 Other: For another indication of a reason for the pervasive corruption at DJJ just take a look at the list of officers associated with the all-too-influential lobby group FJJA. This organization exists only to benefit groups and individuals seeking personal gain or profit from youth programs in Florida. Officers include such known whealer-dealers as Jeff Kaplan(Ramsy,Premier,Gulfcoast, etc.),Gail Browne (Securicor,G4S,perhaps other foreign interests), Jim "Beachhouse" Hill (Sunshine(boy's) youth services, etc.,)Big city Slum-Lord Jim Slattery... ~Tax Payer

03/10/08 Escambia JDC: There is so much unfair treatment and favortism at this facility, everybody is talking about it,if you are in one of the cliques with the assist. Superintendent of training then you are ok,people just come in and get a job because they know the secretary, the assist. Superintendent of training or the superintendent, cannot do the job, then they quit, they hire another friend, they cannot do the job, they quit. How many times do you have to repeat this process before you get the message. ~Anonymous

bullet

03/10/08 Escambia JDC: All of the staff on probation is having a good time, they come in when they get ready and nothing is done about it. The superintendent calling the staff stupid, how can this be tolerated, superintendent of training going on vacation and everybody cannot, refer this to the secretary;Mr. Peterman. When the secretary of the facility stop hiring and selecting her buddies, then someone will stay at the facility and not leave. ~Anonymous

03/09/08 Gus Barreiro: Guess who starts work at DJJ on Monday March 10 Gus Barriero as assistant secretary to prevention. Cassandra's out of a job. He's needs a really good assistant cause he don't be a very smart man and can't do much for hisself. ~Anonymous

bullet

03/09/08 Avon Park: The plaudet for Pete Zeegers(an employee of big-time profit-greedy contractor Securicor/G4S)was most touching. I wonder which in-house DJJ staffer or G4S spinner was the anonymous source of this "heartfelt" testamonial or if old Pete clicked it in himself. Knowing Pete, I suspect he is probably not impressed by this contrived tribute. He really is a pretty regular guy. I would say the author is most likely a Securicor/G4S hustler . . . If Pete were really such a good guy he would not be associated with G4S. ~Anonymous

bullet

03/08/08 Other: Dishonorable Behavior (#s 1-3) 1)DJJ female career officials that use sexual relationships with superiors for career advancement purposes(like Charlie's Angels Terri and Mary). 2) DJJ insiders ( like Anonymous 3/3) that use this website to compliment themselves and/or their buds. Constant DJJ PR spin and lie activities (like the Blueprint farce, sanitized media releases and/or in-house data collections). ~Anonymous

03/08/08 Gus Barreiro: Cathy, Is it true that Gus Barreiro will become the new Deputy Secretary? If so, when does he start? ~employee

bullet

03/07/08 Charlie Crist: Governor, If the state is really in such a terrible financial delimma; the first area scrutinized for potential cuts should be the extremely expensive, superfulous, often redundant, political postions that have been created at DJJ. The individuals that hold most of these slots spend more time justifying their meaningless roles than they do performing any authenic service to the public. Career DJJ bureaucrats have flourished by double-dipping,influence peddling... keep their snouts in the state trough and wallow in the DJJ filth. ~Disgusted Worker Bee

bullet

03/05/08 St. Johns JDC: To St. Johns JDO, If you want to know one reason decent raises don't reach the JDO level, just take a look at the salaries that the DJJ biggies have arranged for themselves. Even do-nothings like Davis,Eggers and (worst of all) Turner pull down huge bucks for little performance. When extended DROP cash is added to already bloated salaries(Criswell) the sums become astonishing. Work-place romance, consultant fees and use of state travel,"work" time and vehicles only sweeten the pot... ~Inside DJJ Waiting to Retire

bullet

03/05/08 DJJ Secretary Peterman: Ms. Cathy correct me if I'm wrong wasn't the new Secretary Frank Peterman was on the Juvenile Justice House Committee along with Gus that investigated the famous basketball game game that occurred in May of 2005 and when Officers testified in Nov 17, 2005. Wasn't he the one that stated' I certainly hope we get to the bottom of this" and "This is discouraging...very, very disturbing." ~Anonymous [NOTE FROM J4K: I remember similar comments. ~Cathy]

02/01/08 DJJ Policy: Let's hope the so-called "Blurprint Commission" will leave DJJ along with Walt McNeil. This promotion was never more than a smokescreen to divert attention fron DJJ incompetence and corruption. The activity also acts as a marketing stunt for the PACE Ladies Sales Department (kind of like a Mary Kay sing-along). It soon became clear that the "Blueprint Dog and Pony show" would be guided by lobby groups, profit seekers and DJJ officials... ~Tax Payer

01/31/08 Gus Barreiro: Someone recently criticized Gus Barreiro for not having a degree from a college. So what? There is no statute that says a Secretary of DJJ can't be a poorly educated dumb-ass. Based on recent history,it would appear that "smarts" are not on the list of requirements for the top positions in the Department. Schembri held several prestigeous degrees. I don't think anyone wants that lying slob back. Give Gus a shot. He may not be well educated but he seems to be honest and gutsy. ~Anonymous
